The energy efficiency of major energy-consuming equipment in key industries will basically reach the energy-saving level, and the numerical control rate of key processes in industrial enterprises above designated size will exceed 75%.
To promote equipment upgrades in Xiamen’s industrial sector, on August 12, Xiamen Municipal Bureau of Industry and Information Technology and Municipal Finance Bureau jointly issued the “Xiamen Work Plan for Promoting Equipment Upgrades in Industrial Sectors” (hereinafter referred to as the “Plan”). Focusing on four industries: machinery and equipment, electronic information, biomedicine, and new materials, the Plan promotes equipment upgrades in the city’s industrial sector from top to bottom and strengthens pillar industries and strategic emerging industries by advancing digital transformation in all processes, promoting the application of green equipment, applying advanced and applicable safety equipment, and enhancing the supply capacity of advantageous products.

The “Plan” puts forward the objectives, key tasks, and safeguard measures for promoting equipment upgrades in Xiamen’s industrial sector, including: overall goals, promoting equipment upgrades in key industries, advancing digital transformation in all processes, promoting the application of green equipment, applying advanced and applicable safety equipment, enhancing the supply capacity of advantageous products, and strengthening policy guarantees.
In terms of promoting equipment upgrades in key industries, the “Plan” proposes:
(1) Machinery and equipment industry. For the construction machinery industry, it mainly promotes the upgrading of equipment such as machine tools, painting, welding, cutting, heat treatment and surface treatment, assembly and debugging, and lifting and transportation. Guide the power transmission and transformation equipment industry to upgrade intelligent production equipment, intelligent distributed monitoring equipment, intelligent welding robots, laser punching and shearing machines, CNC bending machines, casting tanks, and automatic complete production lines. Guide the CNC machine tool industry to replace equipment that has been in service for more than 10 years, as well as upgrade manufacturing equipment for materials required for machine tool manufacturing. Through equipment upgrades, the CNC machine tool industry can continuously improve the performance indicators, production efficiency, and processing quality of machine tools, and promote the development and progress of the CNC machine tool industry. Support enterprises in the automotive, shipbuilding and other industries to transform and upgrade, and accelerate their progress towards high-end, green, and intelligent development. Guide enterprises to increase investment in intelligent robot production equipment, improve production efficiency, and promote the development of intelligent manufacturing industry.
(2) Electronic information industry. For the flat panel display industry, it mainly promotes the upgrading of manufacturing process equipment, testing equipment, coating and printing equipment, cleaning processing equipment, and automated assembly equipment, aiming to improve production efficiency, product quality, and manufacturing flexibility to adapt to changes in market demand and industry development trends. For the semiconductor industry, it focuses on promoting the upgrading of thin film deposition equipment, chemical mechanical polishing equipment, etc., to improve the precision, stability, and efficiency of production processes, ensure product quality and consistency, and meet changes in market demand and industry development trends. For the electronic components industry, it focuses on supporting the upgrading of packaging equipment, printed circuit board manufacturing equipment, placement machines, welding robots, etc., to improve product quality and manufacturing flexibility, and meet market demand for higher performance, smaller size, and lower power consumption. Support the upgrading of software applications and platform systems to accelerate the empowerment of the development of new-generation information technology.
(3) Biomedicine industry. For the pharmaceutical field, it focuses on promoting the upgrading of laboratories such as instruments, equipment, and auxiliary system facilities used in existing research and development and testing processes, as well as production lines including equipment and auxiliary systems involved in the product production process. For the medical device industry, it focuses on promoting the upgrading of relevant equipment required in the research, development, and production processes of imaging diagnostic equipment, medical testing equipment, in vitro diagnostic equipment, and medical auxiliary equipment. Through the upgrading of facilities and equipment, continuously improve the research and development innovation capabilities of biomedical enterprises, improve product quality and production efficiency, drive capacity upgrading, and promote the healthy development and innovative breakthroughs of the biomedical industry.
(4) New materials industry. For the cemented carbide industry, it mainly promotes the upgrading of material mixing equipment, forming equipment, sintering equipment, etc., to optimize alloy composition, improve material performance, and meet increasingly stringent quality standards and environmental requirements, so as to promote technological innovation and development of the alloy material industry. For the advanced composite materials industry, it focuses on promoting the upgrading of fiber pretreatment equipment, resin mixing equipment, forming equipment, etc., to optimize material performance, reduce production costs, meet the growing market demand and environmental requirements, and promote the composite materials industry to develop towards higher performance, more energy-saving and environmental protection. For the new energy battery materials industry, it promotes the upgrading of raw material processing equipment, synthesis reaction equipment, film coating equipment, etc., to optimize material structure, reduce production costs, meet the high-performance and large-scale production needs of battery materials, and promote the sustainable development of the new energy battery industry.
In terms of advancing digital transformation in all processes, the “Plan” proposes:
(1) Promote intelligent transformation, digital transformation, and networking of manufacturing enterprises. Strengthen the comprehensive application of new-generation information technology in manufacturing, encourage manufacturing enterprises to use digital technologies such as “cloud computing, big data, Internet of Things, and artificial intelligence” to realize digital, networked, and intelligent upgrading of equipment, production lines, workshops, and factories. Support the construction of comprehensive, characteristic, and professional industrial Internet demonstration platforms, cultivate a number of integrated service providers that provide comprehensive solutions for industrial enterprises’ “intelligent transformation, digital transformation”, and professional service providers that empower key industries, fields, and links, strengthen the supply of digital products and solutions, and drive enterprises to “move to the cloud, use data, and empower with intelligence”. Promote the expansion of intelligent manufacturing applications, focus on equipment manufacturing, electronic information, raw materials, consumer goods and other fields, promote multi-scenario and multi-level intelligent manufacturing equipment and industrial software products, and build demonstration factories and excellent scenarios.
(2) Carry out the construction of pilot cities for new technological transformation in manufacturing. Centering on the transformation and upgrading needs of enterprises in three key industries: electronic devices, new energy, and kitchen and bathroom, comprehensively promote industrial enterprises above designated size to implement new technological transformation in manufacturing. By the end of 2026, build a number of intelligent and green demonstration benchmark enterprises, promote a new round of large-scale equipment upgrades, drive the innovation and application of a large number of domestic industrial machine tools, industrial robots, industrial software and systems, accelerate the formation of new productive forces, promote a significant improvement in the high-end, intelligent, and green level of the city’s manufacturing industry, and explore the formation of a new technological transformation “Xiamen model”.
(3) Carry out the construction of pilot cities for digital transformation of small and medium-sized enterprises. Centering on three sub-sectors: electronic device manufacturing, power transmission, distribution and control equipment manufacturing, and medical instrument and consumable manufacturing, by the end of 2025, promote 600 pilot enterprises in these three sub-sectors in the city to carry out digital transformation. Promote the proportion of small and medium-sized industrial enterprises above designated size with digitalization level of level 2 or above to exceed 95%, the digitalization rate of key links of industrial enterprises above designated size to reach 70%, add 110 specialized, sophisticated, distinctive and novel small and medium-sized enterprises, cultivate 3 characteristic industrial clusters of small and medium-sized enterprises and 6 “chain-style” transformation models for small and medium-sized enterprises, and launch 60 “small, fast, light and accurate” solutions.
In terms of promoting the application of green equipment, the “Plan” proposes to promote the green transformation of production equipment in industries such as building materials, non-ferrous metals, light industry, and textiles, and promote the application of energy-saving, environmental protection, and green equipment.
(1) Metallurgical and building materials industry. Promote energy-saving, consumption-reducing and pollution-reducing integrated process technologies, introduce high-tech equipment for effective resource recovery, reduce energy consumption and waste generation, adopt new green manufacturing and intelligent manufacturing methods, and accelerate the upgrading of related technologies and equipment for mixture preparation, sintering control, furnace control, grinding and crushing, and resource reuse.
(2) Light industry and food industry. Focus on promoting the upgrading of raw material processing equipment, processing and manufacturing equipment, packaging equipment, etc., to introduce advanced production technologies and automated equipment, improve production efficiency, ensure food safety, enhance product quality, meet the growing needs of consumers, and promote the light industry and food industry to develop in the direction of digitalization, intelligence, and greenization.
(3) Textile and apparel industry. Mainly promote the upgrading of spinning equipment, weaving equipment, printing and dyeing equipment, cutting and sewing equipment, etc., to introduce intelligent and automated technologies, improve production efficiency, reduce energy consumption, optimize product quality, and pay attention to environmental performance to meet the needs of personalized customization and green and sustainable development, and promote the textile and apparel industry to move towards digitalization, intelligence, high efficiency, and greenization. Support printing and dyeing enterprises to promote setting machines, dyeing machines, and automatic dyeing auxiliary delivery systems to promote energy conservation and emission reduction in the printing and dyeing industry.
In terms of promoting the application of advanced and applicable safety equipment, the “Plan” proposes to increase the promotion and application of safety equipment in key areas, and promote the upgrading, transformation and equipping of safety emergency monitoring and early warning, fire protection systems and equipment, safety emergency intelligent equipment, and personal protective equipment in key areas.
In terms of enhancing the supply capacity of advantageous products, the “Plan” proposes:
(1) Promote the effective supply of advanced equipment. Focus on the needs of equipment upgrading and transformation in the industrial sector, support enterprises to carry out research on major technical equipment, improve the independent research and development capabilities of advanced technical equipment, and promote the high-end, intelligent, and green development of the equipment manufacturing industry. Cultivate high-quality digital transformation service providers and intelligent manufacturing system solution providers, implement the industrial digital quality improvement project, and further promote industrial “intelligent transformation, digital transformation, and networking”.
(2) Promote the quality improvement and capacity expansion of advantageous products. Encourage enterprises producing advantageous products to increase investment in research and development and innovation, accelerate product upgrading, and seize the market first. Increase the matching of supply and demand in application scenarios, and drive the implementation and application of advantageous products through scenario construction. Improve the research and development and manufacturing capabilities of key new energy components such as motors, electronic controls, and battery packs, and enrich the supply of new energy vehicle products. Carry out pilot projects for green and smart microgrid construction, and guide industrial enterprises and parks to accelerate the development and application of integrated systems such as distributed photovoltaics, multi-energy storage, and smart energy management and control. Support enterprises producing flat panel displays, new energy vehicles, new energy batteries, smart home appliances, etc., to increase research and development and manufacturing of new products and enrich the supply in domestic and foreign markets.
(3) Accelerate the building of the “Xiamen Manufacturing” brand. Increase the effective supply of medium and high-end brand products, and select and cultivate a number of specialized, sophisticated, distinctive and novel small and medium-sized enterprises that focus on niche markets, have strong innovation capabilities, high market share, master key core technologies, and have excellent quality and efficiency in segmented fields.
