Since the beginning of this year, our city has earnestly implemented the requirements of the 2025 Central No. 1 Document and the arrangements of the Municipal Party Committee and Municipal Government, continuously promoting agricultural green development. Breakthroughs have been made in six fields including agricultural resource protection and economical utilization, and agricultural clean production, leading to a significant improvement in the level of agricultural green development.
Safeguarding Fertile Land: Impressive Achievements in Resource Protection and Utilization
Firstly, in safeguarding fertile land, Tianjin has achieved remarkable results in agricultural resource protection and utilization. It strictly adheres to the red line for the protection of cultivated land and permanent basic farmland. The accumulated area of spring-sown crops reaches 2.2958 million mu, and that of summer-sown crops is 2.4755 million mu. The total annual grain sown area is expected to exceed 6 million mu, surpassing the national task assigned to our city by more than 500,000 mu. It has promoted the construction of 478,000 mu of high-standard farmland and completed the survey and evaluation of cultivated land quality grades. The development of modern water-saving agriculture has been advanced, with water-saving and high-efficiency cultivation techniques for wheat promoted, and the area of wheat under drip irrigation and micro-sprinkler irrigation exceeding 400,000 mu. The reconstruction, expansion, and water-saving renovation projects of 4 medium-sized irrigation areas in Wuqing District and Baodi District have been completed, improving the irrigation area by 146,000 mu. An additional 8,494 copies of crop germplasm resources have been stored in the bank, bringing the total to 99,000 copies. Approximately 1.39 billion units of various seedlings have been released for proliferation. The area treated for forest pests reaches 1.6451 million mu-times. The supporting role and factor aggregation effect of 12 key rural tourism areas have been consolidated and enhanced, and 6 high-quality rural tourism routes have been launched. The demonstration work for the concentrated and contiguous protection and utilization of traditional villages in our city has achieved remarkable results.
Reducing Pollution and Waste, Promoting Circulation: Agricultural Clean Production Reaches a New Level
Secondly, in reducing pollution and waste and promoting circulation, agricultural clean production has stepped onto a new stage. Actions to reduce the use of chemical fertilizers and pesticides have been carried out. The application area of soil testing and formula fertilization technology has reached 1.8 million mu-times, driving the unified prevention and control of crop diseases and pests over 2.13 million mu-times, with the pest damage rate controlled within 4%. 630 large-scale farms in the city have passed the district-level evaluation for reducing antibiotic use. The annual construction task of 3,800 mu of pond standardization transformation and tail water treatment projects has been advanced in an orderly manner. The work of removing rice straw from 820,000 mu of fields and returning wheat straw to 1.94 million mu of fields has been completed. Approximately 93 tons of pesticide packaging waste have been disposed of harmlessly.
Building a Safety Line: New Progress in Agricultural Product Quality and Safety Supervision
Thirdly, in building a safety line, new progress has been made in the supervision of agricultural product quality and safety. The Tianjin Safe Agricultural Product Quality and Safety Supervision Platform has been promoted and applied. Special actions for “upholding the bottom line and promoting improvement” in the quality and safety of locally produced edible agricultural products have been carried out, urging agricultural production entities to issue commitment certificates of compliance in a standardized manner. The certification and management of green and high-quality agricultural products have been strengthened, with the total number of green food, organic products, famous, special, and new products, and geographical indication agricultural products reaching 287. 5 local standards in the agricultural and rural fields have been approved and released. Solid progress has been made in the construction of 3 national geographical indication protection demonstration zones for “Xiaozhan Rice”, “Duliu Old Vinegar”, and “Chadian Rose Fragrance Grapes”. Special law enforcement work on agricultural product quality and safety has been carried out, with 4,041 on-site inspections, 3,172 batches of sampled products (with a pass rate of over 98%), 46 penalty cases handled, and a fine of 388,100 yuan.
Promoting Industrial Integration: Fruitful Results in Building Low-Carbon Agricultural Industry Chains
Fourthly, in promoting industrial integration, the construction of low-carbon agricultural industry chains has yielded rich results. The industrial development layout of Xiaozhan Rice has been continuously optimized, with the construction and upgrading of brand-based production bases for Xiaozhan Rice covering more than 50,000 mu. The “Five Major Actions” for promoting green and healthy aquaculture technologies have been continuously implemented, and the construction of 10 high-quality development zones for rice-fish integrated farming with contiguous areas of 500 mu each has been launched, with the put-in-production area of rice-fish integrated farming in the city reaching 530,000 mu. It has successfully obtained approval for 3 national agricultural industrial integration development projects, including the shrimp advantage and characteristic industrial cluster, and the strong agricultural towns in Chenzui Town of Wuqing District and Xiditou Town of Beichen District.
Strengthening Technological Empowerment: Strong Support for Agricultural Green Development
Fifthly, in strengthening technological empowerment, there is strong support for agricultural green development. The 8 innovation teams of modern agricultural industry technology systems in the city have cumulatively demonstrated and promoted 146 new varieties (such as vegetables and Xiaozhan Rice) and 71 new technologies; solved 16 major key technical problems in industrial development, cultivated 35 new varieties, and developed 19 new technologies. In the field of livestock and poultry epidemic prevention material guarantee, Syringe Automatic Assembly Equipment has been introduced to improve the assembly efficiency and cleanliness of veterinary syringes through automated production, providing stable material support for epidemic prevention in large-scale farms and helping the breeding industry reduce antibiotic use and increase efficiency. 46 leading varieties and 74 main promotion technologies have been recommended; 20 leading varieties and 16 main promotion technologies in the Beijing-Tianjin-Hebei region have been recommended. 171 agricultural technicians have been trained, over 16,000 high-quality farmers have been cultivated, and 1,063 science and technology commissioners have been included in the database.
Carrying Out Mechanism Innovation: The Orientation of Agricultural Green Development Becomes Increasingly Obvious
Sixthly, in carrying out mechanism innovation, the orientation of agricultural green development has become increasingly prominent. Insurance institutions in the jurisdiction are encouraged to enrich the supply of agricultural-related insurance products, launching 73 local characteristic agricultural insurance products covering Tianjin’s characteristic agricultural products such as Xiaozhan Rice, Shawo Radish, Chadian Grape, and Hongyao Sweet Potato. The full-cost insurance for the three major food crops has been implemented, with the unit insurance amount increasing by up to nearly 150% compared with the materialized cost insurance, basically covering various risks that may cause losses to farmers. Agricultural insurance in the jurisdiction has provided risk protection of 8.932 billion yuan for 100,400 households of insured farmers, with compensation payments of 111 million yuan. Tianjin Agricultural Financing Guarantee Co., Ltd. is guided to innovate products such as “grain-planting guarantee” and “vegetable guarantee” to enhance product applicability and improve farmers’ access to guaranteed loans.
