To promote the development of the artificial intelligence industry in Quanzhou, accelerate the in-depth integration of artificial intelligence and the real economy, lead and drive industrial restructuring and transformation and upgrading, and build core productivity in the era of digital economy, these measures are formulated in conjunction with the actual situation of Quanzhou.

• Strengthen the construction of computing power centers

Support and encourage the construction of computing power infrastructure such as artificial intelligence computing power centers and edge computing power, and build comprehensive facilities integrating public computing power services, data opening and sharing, intelligent ecological construction, and industrial innovation aggregation. For the construction entities of infrastructure such as computing power centers and edge computing power with newly built (including expansion and upgrading) artificial intelligence computing power of more than 100P, a one-time subsidy of 5% of the construction investment shall be given, with a maximum of 2.5 million yuan. • Promote artificial intelligence computing power rental services

For enterprises that use computing power resource rental services (including resource services, SaaS services, etc.) with annual service fees exceeding 50,000 yuan, a subsidy of 30% of the actual expenses (based on invoice amounts) shall be given to the using enterprises. The cumulative annual subsidies from municipal and county-level finances for a single enterprise shall not exceed 300,000 yuan. • Create excellent application scenarios for artificial intelligence

Give full play to the role of artificial intelligence in empowering economic and social development, support the replication and promotion of typical application scenarios in fields such as government affairs, manufacturing, finance, medical care, education, commerce, construction, agriculture, and urban management, and encourage government agencies, public institutions, and state-owned enterprises to select applicable application scenarios for pilot projects. • Support artificial intelligence-empowered consumer terminal products

Empower the innovation and upgrading of terminal products using artificial intelligence technology, create “AI + consumer terminal products” such as smart wearables and smart sports equipment, and each selected excellent “AI + consumer terminal product” shall be awarded 50,000 yuan. • Support artificial intelligence industrial application technology products

Support the research and development of innovative artificial intelligence industrial application technology products for the manufacturing industry, such as automatic identification equipment, human-computer interaction systems, and industrial robots. A one-time subsidy of 100,000 yuan shall be given to products first identified as municipal-level artificial intelligence industrial application technology products. For enterprises that purchase (or lease) the first artificial intelligence industrial application technology products and have actually used them within the enterprise (or have actually leased them for 1 year), a subsidy of 5% of the purchase cost (or 1-year lease cost) shall be given, with a maximum of 100,000 yuan. For enterprises that purchase (or lease) artificial intelligence cloud service products with annual service fees exceeding 50,000 yuan, a subsidy of 30% of the purchase cost (or 1-year lease cost) shall be given, with a maximum of 100,000 yuan. • Support artificial intelligence training

For planned artificial intelligence training projects, support of up to 50,000 yuan shall be given according to the effectiveness of the training; for off-site training carried out outside the province, support of up to 250,000 yuan shall be given. • Support the building of innovation platforms

For those identified as national key laboratories and provincial key laboratories in the field of artificial intelligence, subsidies of 1.5 million yuan and 500,000 yuan shall be given respectively. Support enterprises to jointly establish manufacturing innovation centers in the field of artificial intelligence with universities, research institutes, or industrial park platforms. One-time rewards of 10 million yuan and 5 million yuan shall be given to newly identified national and provincial manufacturing innovation centers respectively. • Support key technological innovation in the field of artificial intelligence

Encourage enterprises to join hands with research institutes, universities, and research institutions to focus on key technological needs in fields such as general large models, artificial intelligence chips, intelligent robots, big data analysis, and digital twins, undertake “tackling key problems by answering the call” tasks, and focus on breaking through a number of “bottleneck” technologies. These measures shall be implemented from the date of issuance and shall be valid until December 31, 2026. In case of overlap with existing policies, the principle of “choosing the higher one without duplication” shall be implemented. The Municipal Bureau of Industry and Information Technology shall interpret these measures in conjunction with relevant departments.
