Guide: In July 2025, the first member conference of the Standardization Technical Committee for Artificial Intelligence of the Ministry of Industry and Information Technology (hereinafter referred to as the “Standardization Committee”)—a key player in artificial intelligence standardization—was held in Beijing.
In July 2025, the Standardization Committee released the Guidelines for the Construction of Artificial Intelligence Security Governance Standard System in the Industrial and Information Technology Sector (2025 Edition). With the main line of artificial intelligence empowering new industrialization and adhering to the basic principle of coordinating development and security, the guidelines aim to build a security governance system for artificial intelligence in the industrial and information technology field. Lei Nan, Director of the Data Security Division of the Network Security Administration of the Ministry of Industry and Information Technology, together with the chairman and vice-chairmen of the Security Governance Group (WG8) of the Standardization Committee, jointly released the guidelines.
The guidelines fully implement the spirits of the 20th National Congress of the Communist Party of China and the Second and Third Plenary Sessions of the 20th Central Committee, adhere to the basic principle of coordinating the development and security of artificial intelligence, and aim to improve the top-level design of artificial intelligence standardization work, strengthen the synergy of standardization work across the entire industrial chain, and promote the research, formulation, implementation, and internationalization of standards in a coordinated manner. They provide solid technical support for promoting the high-quality development of China’s artificial intelligence industry.
Structure of the Artificial Intelligence Security Governance Standard System
In the next step, the Standardization Technical Committee for Artificial Intelligence of the Ministry of Industry and Information Technology will further advance the construction of the artificial intelligence security governance standard system, intensify efforts in developing standards in key areas such as governance capabilities, basic security, network security, data security, algorithm model security, application security, and enabling security, actively participate in the coordination and formulation of international standards and regulations, and promote the publicity and implementation of key standards. It will give full play to the important role of industrial entities in artificial intelligence security governance, accelerate the cultivation and growth of the artificial intelligence industry, and build a safe, reliable, and prosperous development environment for the artificial intelligence industry.
