Notice of Bengbu Municipal People’s Government Office on Issuing the Three-Year Action Plan for Promoting “Artificial Intelligence +” in Bengbu City

To implement the spirit of the “Action Plan for Accelerating the Promotion of ‘Artificial Intelligence +’ in Anhui Province”, seize the historical opportunity of the accelerated development of artificial intelligence, speed up the construction of an industrial innovation and development ecosystem, and strive to cultivate new drivers for high-quality economic and social development, this action plan is formulated in combination with the actual situation of our city.

  1. Action Goals
    Adhere to the principles of overall promotion, innovation-driven, practical results, and demonstration leadership. Take the development of intelligent sensing industry as a breakthrough, continuously extend, supplement and strengthen the industrial chain, promote the development of the city’s artificial intelligence industry, promote the demonstration application of artificial intelligence in key fields, and empower the high-quality development of all walks of life.

By 2027, the scale of the city’s artificial intelligence industry will exceed 30 billion yuan, with 100 industrial enterprises above designated size, 80 high-tech enterprises, and 2 listed enterprises; 8 enterprises with an output value of over 1 billion yuan will be cultivated. The development ecosystem of the intelligent sensing industry will become increasingly mature, and the ability of industrial collaborative development will continue to strengthen, making Bengbu a leading agglomeration area of intelligent sensing industry in China.

  1. Key Tasks
    (1) Implement the Foundation-Strengthening Action to Consolidate the Industrial Development Base
  2. Expand the diversity of sensors. Promote the upgrading of physical quantity sensors such as force-sensitive, magnetic-sensitive, and thermal-sensitive sensors, which have comparative advantages, towards high sensitivity, high precision, and low power consumption, and expand product application fields. Accelerate the development of image, gas, biomass, and multi-modal sensors, continuously enrich the types of sensors, meet the needs of intelligent equipment, smart homes, intelligent driving, smart cities, etc. for sensors, and become an industrial agglomeration area with the most independent and controllable cores and the most complete types of sensors in China.   3. Increase wafer manufacturing capacity. Promote the construction of 8-inch MEMS wafer manufacturing lines, accelerate string debugging and capacity ramp-up, and form a capacity of 30,000 wafers/month.   4. Develop packaging and testing industry. Focusing on wafer manufacturing capabilities and sensor varieties, lay out mainstream advanced packaging capacities such as ceramic packaging, glass packaging, metal packaging, and 3D packaging, improve the testing service capabilities of various sensors, and build a complete industrial ecosystem of wafer manufacturing – chip packaging – device testing.   5. Plan and lay out computing power centers. Strengthen the research on the demand for computing power in the whole society and trend analysis, strive for China Telecom, China Mobile, and China Unicom to set up regional centers in our city; support social capital to build computing power centers in our city, promote the integration of cloud and network, and build a more efficient, reliable, and intelligent computing power center; cultivate and develop service industries such as data annotation, cleaning, and training. (2) Implement the Innovation-Driven Action to Enhance Industrial Competitiveness

  1. Organize scientific research. Carry out the development of new process technologies related to MEMS intelligent sensors to improve the diversity of wafer manufacturing processes and yield. Carry out the development of advanced packaging processes and testing technologies to improve the technical level of sensor packaging and testing and large-scale mass production capabilities. Focus on the localization replacement of sensors, organize scientific research to seize the domestic market with technological breakthroughs. Relying on universities and research institutes in Bengbu and leading enterprises, and cooperating with relevant domestic leading units, develop vertical industry large models, and take the lead in making breakthroughs in advantageous fields such as silicon-based new materials and intelligent sensors.   2. Strengthen R&D platforms. Establish provincial engineering (key) laboratories, engineering research centers, new R&D institutions, top incubators and other innovation platforms in cutting-edge fields such as brain-computer interfaces and humanoid robots. Rely on R&D platforms to integrate innovation resources, carry out scientific research, and promote 成果 transformation. Strive to promote the construction of platforms such as the National Key Laboratory of Precision Micro-Nano Manufacturing Technology Yangtze River Delta (Bengbu) Industry-Education Integration Collaborative Center, Anhui MEMS Technology Industry Innovation Research Institute, and Lanzhou University – Anhui Xici Magnetic Sensing Joint Laboratory, and continuously improve innovation capabilities and levels. Form a number of internationally leading and domestically first-class products in the fields of pressure sensors, magnetic sensors, and inertial measurement and control units, and grow a number of national science and technology leading enterprises and specialized, sophisticated, distinctive, and novel “little giant” enterprises.   1. Vehicle-mounted sensor industry. Develop vehicle-mounted acceleration, temperature and humidity, pressure and other sensors, and cultivate and expand related enterprises such as automatic driving, intelligent instruments, and radar systems.   2. Intelligent equipment industry.   3. Optical communication industry. Develop optoelectronic detectors, MEMS adjustable optical attenuators, optical modulators, optical switches and other devices, develop low-power and high-density optical engine modules, multi-channel MEMS optical switch arrays and other module devices, and cultivate and expand related enterprises such as optical communication modules and optical routers.   4. Aerospace information industry.   5. Embodied intelligent robot industry. Develop new motors, reducers, multi-modal sensors, etc., promote the development of robot complete machines in a timely manner, study and lay out the micro-nano robot industry in advance, and cultivate and expand related enterprises such as integrated joints, electronic skin, dexterous hands, and robot complete machines.   6. Medical and health industry.   7. Brain-computer interface industry. Develop brain-computer interface electrodes, magnetoencephalographic sensors, microneedle sensors, far-infrared spectral sensors, etc. Develop neurological disease diagnosis and treatment systems, hearing, vision and other disability assistance systems, and cultivate and expand related enterprises such as neurological disease diagnosis and treatment equipment and brain-computer research and analysis equipment. (4) Implement the Scenario Application Action to Empower the Development of All Walks of Life

  1. Scientific research field. Support universities, research institutes and leading enterprises to use artificial intelligence to carry out key technology research such as new drug research and development, new material development, process simulation, biosynthesis, gene editing, and flight simulation, innovate new human-machine collaborative research models, and improve the accuracy, efficiency, and safety of scientific research work.   2. Intelligent manufacturing field. Support enterprises to carry out the application of industry large models in fields such as industrial Internet large models and industrial design basic large models, carry out demonstration applications in enterprise product development, process reengineering, production management, etc., and promote the demonstration application of embodied intelligent robots in production workshops. Accelerate the construction of AGM industrial Internet platform and bio-based materials industry industrial Internet platform, build an industry data cloud storage platform, and develop professional large models such as process optimization, safe production, and quality control.   3. Intelligent equipment field.   4. Smart medical field. Apply technologies such as medical natural language understanding, medical multi-modal interaction, medical document generation, and medical diagnosis and treatment plan recommendation to improve diagnosis and treatment efficiency, accuracy, and service capabilities. Promote the construction of “trinity” smart hospitals (electronic medical records, smart services, and smart management) and hospital information standardization in public hospitals at or above the second level in the city.   5. Smart education field. Explore the diversified and normalized application of artificial intelligence in classroom teaching, teacher-student development, and education evaluation. Encourage teachers to use educational large models rationally, strengthen personalized intelligent applications, and carry out applications such as human-machine dialogue learning, project-based inquiry learning, and individualized adaptive learning to meet students’ diverse learning needs.   6. Smart city security field. Improve the city’s smart brain platform, accelerate the construction of a data resource sharing and exchange system, and build a new type of smart city. Carry out public safety model MaaS applications, improve public Internet of Things perception infrastructure, and establish an intelligent safety model of real-time monitoring, early warning, and rapid response for urban water, electricity, gas, bridges, buildings, drainage and other public facilities. Apply artificial intelligence and big data technologies to improve road traffic and reduce urban congestion. Strengthen environmental monitoring of air quality, noise levels, temperature, etc., to improve environmental quality. III. Safeguard Measures
The Municipal Science and Technology Bureau takes the lead in promoting the city’s artificial intelligence industry, and coordinates various tasks. Study and introduce relevant industrial support policies, improve the financial support system, increase efforts to attract and cultivate talents, and use universities in Bengbu to train needed talents. Promote the collection, design, docking, and implementation of scenarios, support upstream and downstream enterprises to carry out collaborative innovation, and promote the development of industrial clusters. Carry out relevant professional knowledge training to enhance the perception, understanding, and operation ability of the industry. All counties, districts and relevant departments shall refine work measures, formulate annual work plans, and promote the implementation of various tasks.
