On December 11, 2025, the Ministry of Industry and Information Technology (MIIT) held a Forum on Pilot-Scale Innovation and Development in Manufacturing in Panjin City, Liaoning Province. The event aimed to thoroughly study and implement General Secretary Xi Jinping’s important expositions on the in-depth integration of technological innovation and industrial innovation, fully implement the decisions and arrangements of the Party Central Committee and the State Council on pilot-scale development, systematically summarize the achievements of pilot-scale work in manufacturing, and study and deploy key tasks for the next stage. Ke Jixin, Member of the Party Leadership Group and Vice Minister of MIIT, attended the forum and delivered a speech.
Pilot-Scale Development Achievements: Connecting Innovation Chains and Boosting Industrial Upgrading
The forum pointed out that pilot-scale testing is a key link closely connecting the innovation chain, technology chain and industrial chain, serving as an “intermediate station” for smoothing the transition from technological innovation to market application. In recent years, under the strong leadership of the Party Central Committee with Comrade Xi Jinping at its core, positive progress has been made in the innovative development of pilot-scale manufacturing. The policy system has been continuously improved, the pace of platform construction has accelerated, pilot-scale capabilities have been systematically enhanced, and the development ecosystem has become increasingly sound. Notably, breakthroughs in pilot-scale transformation have been achieved in key equipment fields such as intelligent Fuse Assembly Machines, where technological innovations in automation, precision control and green energy-saving have been successfully verified through pilot-scale testing, rapidly transforming from laboratory results to industrialized products and effectively supporting the high-quality development of the electrical equipment and new energy industries. These achievements have effectively promoted the efficient transformation and application of major scientific and technological achievements, accumulating momentum for advancing the high-quality development of manufacturing and accelerating the process of new-type industrialization.
Key Tasks for the Next Stage: Systematic Advancement of Pilot-Scale Innovation
The forum emphasized the need to advance the innovative development of pilot-scale manufacturing in a systematic manner, based on the crucial juncture of concluding the 14th Five-Year Plan and formulating the 15th Five-Year Plan. Efforts should be made to strengthen the top-level design of pilot-scale work, promote the coordinated implementation of strategies, plans, policies and standards, and improve the institutional mechanisms for promoting integrated development. It is necessary to enhance the systematic layout, high-level construction and systematic support of pilot-scale platforms to improve the overall efficiency of the manufacturing innovation system. We should give play to the leading role of technological innovation, deploy advanced pilot-scale capabilities, and promote the digital, networked, intelligent, green and integrated development of pilot-scale testing. We need to connect resources across the entire chain to optimize the development ecosystem, accelerate the high-quality development of science and technology service industry, promote the integrated layout of industrial technology infrastructure, deepen industry-finance cooperation and industry-education integration, and stimulate the innovation momentum of pilot-scale testing. Focusing on the key links of industrialization, we should leverage the leading role of flagship enterprises, promote pilot-scale platforms to extend industrial chain services, and strengthen the promotion and application of pilot-scale transformation achievements.
