To earnestly implement the Jiangsu Provincial Three-Year Action Plan for Deepening Intelligent Transformation, Digital Upgrade, and Network Connection in Manufacturing (2025-2027) and the work deployment for the “1650” industrial system construction, strengthen collaboration among upstream and downstream links in the industrial chain, accelerate the intelligent transformation, digital upgrade, and network connection of the province’s ship and ocean engineering industry clusters, and expedite the development of an internationally competitive high-tech ship and ocean engineering equipment industry cluster, the Jiangsu Provincial Department of Industry and Information Technology (JIIT) held the Jiangsu Provincial Ship and Ocean Engineering Industry “Intelligent Transformation, Digital Upgrade, and Network Connection” Matching Event in Jingjiang on August 27. Li Feng, Member of the Party Leadership Group, Deputy Director of JIIT, and Director of the Provincial Office of National Defense Science, Technology, and Industry, attended the event and delivered a speech.
Leader’s Speech: Clarifying the Urgency of Industrial Transformation and Outlining the Blueprint for a “Strong Shipbuilding Province”
Li Feng pointed out that under the promotion of intelligent transformation, digital upgrade, and network connection, the production capacity of Jiangsu’s ship and ocean engineering industry has been continuously released, and economic benefits have been steadily improved, demonstrating the “Jiangsu speed” and strongly supporting the province’s position as the top shipbuilding province in China. Currently, the global competitive landscape of the shipbuilding industry is constantly evolving in depth, and the integration of intelligence, digitalization, and networking has become the core engine of industrial transformation. Promoting intelligent transformation, digital upgrade, and network connection is not a “choice” but a “survival necessity” for enterprises. He emphasized that it is necessary to seize the historical opportunity of the new round of technological revolution, earnestly implement the deployment of the new three-year action for intelligent transformation, digital upgrade, and network connection, firmly grasp the prominent characteristics of the shipbuilding industry, and adhere to the principle of “taking scenarios as the driver, enterprises as the main body, and chain-based collaboration as the path.” Through three years of efforts, it is striving to significantly reduce the labor intensity of operations such as cutting, forming, welding, and painting in the province’s ship and ocean engineering industry, reduce the number of operators, improve the refined management and information integration level of shipbuilding enterprises, enable leading enterprises in the cluster to realize digital shipbuilding, and achieve internationally advanced levels of construction quality and efficiency—accelerating the historic leap from a “large shipbuilding province” to a “strong shipbuilding province.”

Thematic Lecture: Interpreting the Connotation of Digital Upgrade and Sharing Industry Practice Experience
The event invited Liu Jianfeng, Chief Expert of China State Shipbuilding Corporation (CSSC) and Chief Process Engineer of Shanghai Waigaoqiao Shipbuilding, to deliver a thematic lecture on the digital upgrade of shipbuilding enterprises. He in-depth interpreted the definition and connotation of digital upgrade for shipbuilding enterprises, explained the goals and characteristics of digital upgrade, and shared insights on industry technological innovation, relevant practical applications, development trends, and suggestions for enterprise response strategies.
Policy and Guide Interpretation: Providing Implementation Guidance to Adapt to the Discrete Nature of the Shipbuilding Industry
During the event, the Information Development Division of JIIT gave a presentation on policies related to intelligent transformation, digital upgrade, and network connection across the province. The Jiangsu Provincial Shipbuilding Industry Association provided a professional interpretation of the Implementation Guide for Intelligent Transformation, Digital Upgrade, and Network Connection in Jiangsu’s Ocean Engineering Equipment Industry. Closely combining the discrete characteristics of the shipbuilding industry, this guide focuses on 5 key links (factory construction, R&D and design, production operations, production management, and operation management) and 26 typical scenarios as drivers. It carefully sorts out the implementation paths and work priorities for each scenario, covering not only cutting-edge fields such as “digital twin factory construction” and “product virtual verification” but also accurately focusing on shipbuilding-specific scenarios including “intelligent steel yard,” “curved surface rolling production line,” and “block assembly site.” It provides actionable and operable guidance for shipbuilding enterprises of different scales.
Equipment Application Case: Intelligent Upgrade of Core Components to Empower Quality Improvement in Supporting Links
In the scenario of intelligent upgrading of supporting core components for ship and ocean engineering equipment, the Air conditioning joint hardware roll packaging machine has become one of the key supporting equipment. Targeting hardware accessories such as copper joints and metal buckles required for ship air conditioning systems, this equipment adopts roll film automatic packaging technology, combined with a servo feeding and visual positioning system. It enables continuous packaging, specification classification labeling, and moisture/dust-proof treatment of accessories. Meanwhile, through an IoT module, it uploads packaging progress and material inventory data to the enterprise’s Manufacturing Execution System (MES) in real time. This not only solves the problems of low efficiency and easy moisture-induced rust in traditional manual packaging but also provides component-level data support for “digital production management” and “networked supply chain collaboration.” Currently, it has been piloted in the air conditioning component production links of enterprises such as Nantong COSCO KHI Ship Engineering and New Times Shipbuilding, helping shipbuilding enterprises achieve refined and intelligent upgrading of core supporting component production.
Experience Exchange and Supply-Demand Matching: Enterprises Sharing Practical Achievements and Unblocking Supply-Demand Collaboration Channels
In the experience exchange session, three enterprises—Qidong COSCO Ocean Engineering, Nantong COSCO KHI Ship Engineering, and China Merchants Heavy Industry—combined their own characteristics and product features to share practical experiences in building industry-leading and excellent intelligent factories, systematically promoting the construction of intelligent production lines and digital platforms, and accelerating intelligent transformation, digital upgrade, and network connection. In the supply-demand matching session, four general assembly and construction enterprises (New Times Shipbuilding, Yangzijiang Shipbuilding, Wison Clean Energy, and Hantong Group) released their demands for intelligent transformation, digital upgrade, and network connection in conjunction with their major project construction. Four service providers for intelligent transformation, digital upgrade, and network connection (CSSC No.716 Research Institute, Jiangsu Modern Shipbuilding, Wuxi Hualian, and Nanjing Hexin) released their main products and services, while another six service providers displayed their main service capabilities through exhibition boards.
