General Secretary Xi Jinping has emphasized on many occasions that if core components are heavily dependent on foreign countries, the “lifeline” of the supply chain will be in the hands of others. The report of the 20th National Congress of the Communist Party of China proposes to “strive to improve the resilience and security level of the industrial chain and supply chain”. To thoroughly implement the decisions and arrangements of the Party Central Committee and the State Council, the Ministry of Industry and Information Technology has continued to promote the implementation of major projects such as tackling key core technologies, and issued policy documents such as the action plan for the development of the basic electronic components industry to support the development of the basic electronic components industry. The Provincial Party Committee and the Provincial Government attach great importance to the basic electronic components industry, and have successively issued a series of regulations, policies and industrial plans to support its development. The “Regulations on Promoting Advanced Manufacturing in Hunan Province” clearly states that “mechanisms for R&D support, application encouragement, and risk compensation should be established to support key enterprises, key projects, and key products in fields such as basic parts and components, basic software, basic materials, basic processes, and industrial technology foundations”. Expanding and strengthening Hunan’s basic electronic components industry is of great significance for improving the resilience and security level of China’s industrial chain and supply chain. Therefore, in accordance with the requirements of relevant national and provincial documents and with reference to the recognition regulations of other provinces, we have formulated these “Measures”.

The “Measures for Recognition and Administration” consists of 4 chapters and 16 articles.
Chapter I: General Provisions (4 articles). It clarifies the basis for formulating the “Measures”, definitions of terms, and organizational implementation. “The first set of basic electronic components” refers to electronic components products with independent intellectual property rights, domestically advanced or pioneering technical level, good application prospects, and in the initial stage of market promotion, which can be provided to system and complete machine manufacturers for integrated application.
Chapter II: Scope of Recognition and Application Conditions (3 articles). It specifies the scope of recognition for the first set of basic electronic components products, the conditions for applying enterprises, and the conditions for applying products.
Chapter III: Application and Recognition Procedures (8 articles). Firstly, it clarifies the requirements for application materials. Secondly, it specifies that the application and recognition process mainly includes steps such as independent application by enterprises, preliminary review by municipal and prefectural bureaus of industry and information technology, expert review organized by the Provincial Department of Industry and Information Technology, public notice, and announcement. Thirdly, it clarifies the support methods for recognition results and the accountability for violations, etc.
Chapter IV: Supplementary Provisions (1 article). In accordance with the requirements of general regulatory documents, it is clarified that the “Measures” are valid for five years.
