Beijing Launches Three-Year Action Plan: Artificial Intelligence Empowers High-Quality Development of Scientific Research

Guide: Beijing has issued a three-year action plan for artificial intelligence (AI) to empower scientific research, focusing on technological breakthroughs, infrastructure construction, field applications, and ecosystem development. The goal is to form benchmark cases and internationally competitive industrial clusters by 2027, and promote the transformation of scientific research paradigms.

On July 11, the Beijing Municipal Science and Technology Commission and the Administrative Committee of Zhongguancun Science Park, together with three other departments, jointly issued the “Beijing Action Plan for Accelerating Artificial Intelligence to Empower High-Quality Development of Scientific Research (2025-2027)” (hereinafter referred to as the “Action Plan”). It aims to promote the in-depth integration of AI and scientific research in Beijing and build a globally influential source of AI innovation.

The “Action Plan” proposes that significant progress will be made in several key areas by 2027. It focuses on four aspects: key technological breakthroughs, infrastructure construction, field application implementation, and innovation ecosystem development, providing a clear direction for accelerating AI-enabled high-quality development of scientific research.

In the field of strengthening key technological breakthroughs, the plan focuses on achieving breakthroughs in basic theories of scientific intelligence. It explores cutting-edge methods such as AI-based Schrödinger equation solving and electronic structure calculation, and breaks through the bottlenecks of multi-scale modeling theories. At the same time, it accelerates the construction of multi-disciplinary general scientific basic large models to realize unified representation, modeling, analysis, and generation of multi-category and high-dimensional scientific data. It also develops a new generation of scientific computing intelligent simulation software tools, including multi-modal scientific information data collection and annotation tools, to provide efficient and accurate technical support for researchers.

In terms of consolidating infrastructure construction, the plan proposes to build an open and shared scientific data platform, promote the aggregation and trusted circulation of high-quality scientific data resources, and develop multi-modal scientific knowledge large models; establish a computing power platform with coordinated software and hardware, develop dedicated computing chips, optimize computing power scheduling mechanisms, and reduce the cost of computing power usage; construct intelligent dry-wet closed-loop experimental systems, develop automated experimental devices and intelligent unmanned laboratories, and form an efficient R&D model of “computation guiding experiments and experiments feeding back to computation” to significantly improve scientific research efficiency.

In accelerating the implementation of field applications, the plan promotes the use of scientific intelligence in basic scientific research to assist in exploring laws, solving problems, and simulating phenomena; builds expert-level databases in the field of medicine and health to accelerate drug research and development and intelligent diagnosis and treatment; realizes the whole-process optimization of material design and preparation in the field of new materials; tackles intelligent equipment in the field of scientific instruments to enhance the competitiveness of domestic instruments; promotes intelligent upgrading through simulation software and vertical large models in the industrial field, and creates a number of replicable and promotable benchmark application cases.

In creating a sound innovation ecosystem, Beijing will build a scientific intelligence public service innovation platform and a scientific research collaboration cloud platform to accelerate the industrialization of scientific research achievements; introduce high-level research teams and cultivate interdisciplinary talents who understand both AI technology and applications; establish a multi-channel investment and financing service system to guide financial institutions to innovate service models; build characteristic industrial clusters, strengthen international cooperation and open-source ecosystem construction, and form a sound pattern of collaborative development among “industry, academia, research, application, and finance”.

To ensure the implementation of the plan, Beijing will strengthen inter-departmental collaboration, innovate project organization methods, enhance supply-demand docking, and rely on expert committees to provide decision-making support. With the advancement of these measures, the in-depth integration of AI and scientific research will bring fundamental changes to Beijing’s scientific research paradigm, accelerate original innovation breakthroughs, promote high-quality industrial development, and help Beijing gain an advantage in global technological competition.
