
Project Overview: Scale and StrategAic Significance
On December 2, 2025, the People’s Government of Aohan Banner, Chifeng City, officially released the Public Notice on the Social Stability Risk Assessment of the Ar Horqin-Ningcheng Green Hydrogen Pipeline Project. According to the public notice document, this large-scale pipeline network project has a total length of 808.8 kilometers and a total investment of 5.5 billion yuan, marking that the largest dedicated green hydrogen transmission network in northern China has entered a substantive advancement stage.The Ar Horqin-Ningcheng Green Hydrogen Pipeline Project publicized this time is not a single pipeline, but a systematic hydrogen transmission network composed of five interconnected pipelines. The entire network takes Linxi County and Yuanbaoshan District as core hubs, with a designed total annual hydrogen transmission capacity of over 1.5 million tons. It aims to efficiently deliver green hydrogen produced in the wind and solar resource-rich areas of eastern Inner Mongolia to industrial clusters.
Core Pipeline Network: Five Interconnected Transmission Lines
As an important channel for northern resource aggregation, the Ar Horqin Banner-Linxi Green Hydrogen Pipeline has a total length of approximately 190.5 kilometers, a designed pressure of 6.3 MPa, and an annual hydrogen transmission capacity of 200,000 tons. The pipeline is constructed in two sections: the main line starts from the Ar Horqin Banner Injection Station, passes through Bairin Left Banner and Bairin Right Banner, and finally reaches the Linxi Gas Compressor Station, with a length of about 178.6 kilometers; an additional branch line of approximately 11.9 kilometers leading to the Bairin Right Banner Industrial Park is also built. The pipeline is equipped with 4 injection stations and 5 monitoring valve chambers to collect green hydrogen resources from multiple banners and counties along the route.Parallel to it is the Hexigten Banner-Linxi Green Hydrogen Pipeline, which starts from the Hexigten Banner Injection Station, has a total length of about 158.4 kilometers, and also terminates at the Linxi Gas Compressor Station. It has the same pipe diameter as the former, with a designed annual transmission capacity of 100,000 tons, and is equipped with 1 station yard and 5 monitoring valve chambers, responsible for connecting the green hydrogen resources of Hexigten Banner to the main network.The Linxi-Yuanbaoshan Green Hydrogen Pipeline serves as the “backbone” and main transmission line of the entire system, with a total length of about 237.4 kilometers. Among them, the Linxi-Yuanbaoshan main pipeline starts from the Linxi Gas Compressor Station, passes through Ongniud Banner, Hongshan District and other places, and ends at the Yuanbaoshan Distribution Station, with a length of 181.5 kilometers. This section adopts a large pipe diameter of D610 mm, with the designed pressure increased to 7.2 MPa and an annual hydrogen transmission capacity of 500,000 tons, making it the section with the highest pressure and largest transmission capacity in the system. In addition, the pipeline also includes a branch line leading to the Linxi Industrial Park and a short-distance branch line in Yuanbaoshan.The Yuanbaoshan-Ningcheng Green Hydrogen Pipeline is a key section extending the system to the southern consumer end. Starting from the Yuanbaoshan Distribution Station and ending at the Ningcheng Pigging Station, the pipeline has a total length of 146 kilometers. It continues the large pipe diameter and high-pressure design of the main line, with an annual hydrogen transmission capacity of 520,000 tons. Equipped with the Ningcheng Injection Station and Pigging Station along the route, its main task is to deliver green hydrogen to terminal industrial users in Ningcheng County.The Aohan Banner-Yuanbaoshan Green Hydrogen Pipeline plays the role of a network connection line, with a total length of approximately 76.5 kilometers. Starting from the Aohan Banner Injection Station and connecting to the Yuanbaoshan Distribution Station, it has a designed annual transmission capacity of 210,000 tons, integrating the green hydrogen production base in Aohan Banner into the entire main pipeline network system.

Project Advancement and Expected Impacts
The project is promoted by Inner Mongolia Mengqing Pipeline Network Co., Ltd., the project legal entity. The public notice of the social stability risk assessment is a statutory key procedure before the project starts, lasting for 15 days. It aims to extensively solicit public opinions and lay a social foundation for the smooth implementation of the project.The launch of this assessment public notice indicates that this energy artery spanning multiple banners, counties and districts in Chifeng City has completed the preliminary planning and is moving from blueprint to reality. After completion, the project will become an important regional hub in China’s “North-to-South Hydrogen Transmission” and “West-to-East Hydrogen Transmission” layout, playing a positive demonstration and driving role in safeguarding national energy security and implementing the “dual carbon” strategic goals.
