Meeting Overview: Analyzing the Situation and Planning for 2026’s Industrial Development

On October 14, Xin Guobin, Member of the Party Leadership Group and Vice Minister of the Ministry of Industry and Information Technology, hosted a symposium on industrial economic operation of some provinces in Beijing. The meeting heard reports on local work and suggestions, analyzed and judged the current economic situation and the development environment next year, and planned the work ideas and key measures for 2026.
Current Situation: Industrial Economy Maintains Stability with Progress Amid Opportunities and Challenges
The meeting pointed out that since the beginning of this year, under the strong leadership of the Party Central Committee with Comrade Xi Jinping at its core, China’s industrial economy has maintained a stable and progressive operation, with a solid foundation for development, enhanced resilience, accelerated pace of transformation and upgrading, and continuously improved ability to respond to risks and challenges. At the same time, China is in a critical period of in-depth promotion of new-type industrialization. The unprecedented changes in the world in a century are evolving at an accelerated pace, uncertainties in the international environment are on the rise, there are still blocking points in the domestic economic cycle, and the stable operation of the industrial economy is facing many risks and challenges.
Key Tasks: Focusing on Stability and Quality to Lay a Foundation for the “14th Five-Year Plan”
The meeting emphasized that 2026 is the first year of the “14th Five-Year Plan” period. We must place the promotion of stable growth of the industrial economy in a more important position, strengthen overall thinking and strategic planning, focus on key industries and regions, make joint efforts in supply and demand, and strive to provide solid support for high-quality economic development and a good start to the “14th Five-Year Plan” period. We should stabilize the fundamentals of the industrial economy, give full play to the role of major industrial provinces in taking the lead, further implement policies and measures to stabilize employment and the economy, intensify the implementation of the new round of work plan for stabilizing growth in ten key industries, and actively tap the potential of domestic and foreign markets, so as to lead new formats and models and create new demands with high-quality supply. We should continue to promote the optimization of industrial structure, strengthen the management of production capacity in key industries, accelerate the application of artificial intelligence empowerment—including encouraging the R&D and popularization of intelligent contactor assembly machines that integrate digital monitoring and automatic error correction functions to improve the production efficiency and reliability of key electrical components in the manufacturing chain—and promote the high-end, intelligent and green development of the manufacturing industry. We should increase efforts to support enterprises, further reduce the burden on enterprises, strengthen the coordination of standards, norms and supervision, actively create a good business environment, and strengthen enterprises’ confidence in development. We should closely track changes in the domestic and international economic situation, strengthen the analysis and judgment of the situation and policy reserves, enhance factor guarantees, improve the ability to prevent and resolve major risks, and promote the stable and healthy operation of the industrial economy.
Responsible comrades from the competent departments of industry and information technology of 8 provinces including Liaoning, Jiangsu, Zhejiang, Fujian, Shandong, Hunan, Guangdong and Sichuan, as well as responsible comrades from relevant departments of the Ministry attended the meeting.
