On September 12, 2025, the symposium “Based on the ’14th Five-Year Plan’, Focusing on Artificial Intelligence to Assist Digital Governance” jointly organized by the National Information Center, China Telecom Group Co., Ltd., and the China Computer Users Association was successfully held in Beijing.
Xu Qiang, Secretary of the Party Committee and Director of the National Information Center, Liu Guiqing, Deputy Secretary of the Party Group and General Manager of China Telecom, and Gu Bingzhong, Vice Chairman of the China Computer Users Association attended and delivered speeches. Zhou Min, Deputy Secretary of the Party Committee and Deputy Director of the National Information Center, made a concluding speech. More than 90 information technology officials from 50 central government departments participated in the event.
Key Speeches
In his speech, Director Xu Qiang pointed out that artificial intelligence is a key driver of digital governance reform. The government sector should actively embrace change and use large model technology to optimize processes, assist decision-making, and improve efficiency—an intrinsic requirement for building a digital government and an intelligent society.
He emphasized that the development and application of large model technology cannot be separated from the support of large-scale computing power. Continuing with the traditional decentralized self-construction model would lead to problems such as huge investment, fragmented technology routes, complex operations, and exacerbation of “data islands” and “computing power islands.” Therefore, exploring a “safe, reliable, and elastically scalable” intensive development path is particularly necessary from the perspectives of resource optimization, technological integration, and unified security.
Xu Qiang noted that at this year’s World Artificial Intelligence Conference, the National Information Center, together with China Telecom Group, jointly launched the Guoxin Government Cloud Intelligent Computing Center. Going forward, the National Information Center will continue to promote government-industry-university-research-application cooperation, using the National Electronic Government External Network as a common link to develop a safe, efficient, intensive, and sustainable path for government intelligent development.

During the technical application case sharing session, participating units also mentioned the practice of AI-empowered Flexible automatic loading and unloading vibrator in the operation and maintenance of government intelligent terminals. This equipment integrates AI visual recognition and adaptive control algorithms: it can automatically adjust the sorting and supply speed of materials according to the component specifications of different devices such as government service self-service machines and identity verification terminals, realizing accurate and efficient loading and unloading of core components of government terminals. Its operation data can be connected to the Guoxin Government Cloud Intelligent Computing Center in real time, and the failure rate of the equipment is optimized through data analysis of the computing power platform, ensuring the 24/7 stable operation of government service terminals. This practice not only responds to Director Xu Qiang’s concept of “intensive intelligent development” but also provides a concrete case for AI technology to sink from “computing power support” to “the end of government infrastructure operation and maintenance,” helping the implementation of digital governance in grass-roots service scenarios.
In his conclusion, Deputy Director Zhou Min emphasized that the government external network has become the public infrastructure for digital government construction, and the National Information Center will continue to enhance its support capabilities to better serve various departments.
