In 2025, China’s total R&D spending exceeded 3.92 trillion yuan, with an R&D intensity of 2.8%. Investment in basic research reached nearly 280 billion yuan, accounting for 7.08% of total R&D spending—breaking the 7% threshold for the first time and hitting a record high
He noted that humanoid robots shone at the Spring Festival Gala, showcasing an array of skills from last year’s yangko dance and handkerchief spinning to this year’s somersaults and skit performances. China also leads the world in open-source large models, has achieved new breakthroughs in chip technology research, and witnessed rapid development of innovative drugs.
Yin Hejun emphasized that scientific and technological innovation must target industrial needs, break away from the inertial thinking of “achieving results first and then commercializing them,” strengthen high-quality high-tech supply, and promptly deploy and implement a number of major national science and technology projects.
In particular, efforts should be intensified to advance technological breakthroughs in integrated circuits, artificial intelligence, biomanufacturing, quantum technology, brain-computer interfaces, and nuclear fusion energy, providing stronger scientific and technological support for industrial development.
