On August 22, 2025, Li Lecheng, Secretary of the Party Leadership Group and Minister of the Ministry of Industry and Information Technology (MIIT), presided over the 11th Roundtable Meeting for Small and Medium-Sized Enterprises (SMEs). The meeting aimed to thoroughly study and implement the spirit of General Secretary Xi Jinping\u2019s important instructions and instructions, focus on promoting the development of SMEs towards \u201cspecialization, refinement, characteristics, and innovation\u201d (referred to as \u201czhuanjingtexin\u201d in Chinese), and enhance the resilience and security of industrial and supply chains. During the meeting, enterprise representatives were invited to introduce their development status and put forward opinions and suggestions. Shan Zhongde, Member of the Party Leadership Group and Vice Minister of MIIT, attended the meeting.<\/p>\n

Enterprise Speeches<\/span><\/strong>: 10 \u201cLittle Giant\u201d Enterprises Share Their Operation and R&D Breakthroughs<\/p>\n

At the meeting, heads of 10 \u201czhuanjingtexin\u201d \u201cLittle Giant\u201d enterprises (a title for high-quality SMEs with strong innovation capabilities and core competitiveness) from fields such as equipment manufacturing, semiconductors, artificial intelligence, and aerospace delivered speeches. They shared information about their enterprises\u2019 production and operation, technological R&D breakthroughs, efforts to strengthen and supplement industrial chains, as well as the difficulties and challenges they face, and put forward targeted policy recommendations.<\/p>\n

Among them, enterprises in the equipment manufacturing field mentioned that in the current segmented scenario of intelligent bathroom manufacturing, there is an obvious demand for technological iteration of Bathroom Faucet Assembling Machines<\/span><\/u><\/a>. By integrating visual recognition and precision torque control technologies, this equipment can realize automated and accurate assembly of faucet components such as valve cores, valve bodies, and water outlets, effectively solving the problems of low efficiency and large errors in traditional manual assembly. However, these enterprises still face challenges such as reliance on imported core components and high costs for customized R&D. They expressed expectations for more policy support in terms of supply chain guarantee and R&D subsidies.<\/p>\n

Minister\u2019s Deployment<\/span><\/strong>: Clarifying Four Key Directions for the High-Quality Development of SMEs<\/p>\n

Li Lecheng carefully listened to the speeches, and conducted in-depth exchanges and discussions with entrepreneurs on the difficulties, problems, and policy recommendations put forward. He emphasized that it is necessary to thoroughly implement the spirit of General Secretary Xi Jinping\u2019s important instructions, further strengthen the sense of responsibility, mission, and urgency in advancing new-type industrialization, and continuously enhance the resilience and security of industrial and supply chains.<\/p>\n

First, enterprises should foster a sense of national responsibility, proactively integrate their development into the national strategy of advancing new-type industrialization, strengthen confidence in development, maintain determination in transformation and upgrading, focus on their core businesses, strengthen the real economy, seek opportunities amid challenges, and strive for development with better quality, higher efficiency, and stronger competitiveness.<\/p>\n

Second, enterprises should strengthen innovation-driven development, adhere to the path of \u201czhuanjingtexin\u201d development, and aim to create more \u201cunique skills\u201d. They should not only focus on \u201chard innovation\u201d such as technological innovation and process innovation, but also strengthen \u201csoft innovation\u201d such as organizational innovation and marketing innovation. By seizing the opportunity of digital transformation, enterprises should move towards higher-end, more intelligent, and greener development.<\/p>\n

Third, enterprises should enhance international exchanges and cooperation, make good use of both domestic and international markets and resources, improve their own innovation capabilities through opening-up and cooperation, and continuously expand market space.<\/p>\n

Li Lecheng stated that MIIT will earnestly implement the decisions and arrangements of the Party Central Committee and the State Council, adhere to the principle of \u201cunswervingly consolidating and developing the public sector of the economy and unswervingly encouraging, supporting, and guiding the development of the non-public sector of the economy\u201d, and adhere to the combination of service and management, as well as the integration of development and support. MIIT will focus on improving the systems of \u201cpolicies and regulations\u201d, \u201cexcellent enterprise cultivation\u201d, and \u201cpublic services\u201d, and increase support in areas such as R&D and innovation, supply chain guarantee, fund support, market development, and talent introduction to promote the high-quality development of SMEs.<\/p>\n
