The \u201cSichuan Provincial Action Plan for Strengthening and Empowering Information Infrastructure (2025-2027)\u201d proposes to strengthen the construction of integrated information infrastructure such as industrial internet, internet of vehicles, and low-altitude infrastructure, and build a highland for the development of information and communication industry in western China and a strategic backup base for national key information infrastructure.<\/p>\n

Joint Issuance by Sichuan Communications Administration and 13 Departments to Boost Digital-Real Integration and New Productive Forces<\/span><\/strong><\/p>\n

Recently, the Sichuan Communications Administration and 13 other departments jointly issued the \u201cSichuan Provincial Action Plan for Strengthening and Empowering Information Infrastructure (2025-2027)\u201d to accelerate the strengthening of information infrastructure, enhance capabilities, promote integration, comprehensively improve the development capacity of digital-real integration, accelerate the development of new productive forces, and provide strong support for writing a new chapter of Chinese-style modernization in Sichuan.<\/p>\n

Task 1: Strengthen Foundations and Build Networks to Form a Modern Information Infrastructure System<\/strong><\/span><\/p>\n

First, strengthen the foundation and build a network to construct a modern information infrastructure system. Comprehensively promote the \u201cpopularization of gigabit and acceleration of 10-gigabit\u201d to achieve large-scale coverage of 5G-A in cities at the prefecture level and above, and 5G RedCap in cities at the county level and above. Improve the comprehensive supply level of computing power facilities, promote the construction of computing power projects such as China Telecom Yunjin Tianfu Intelligent Computing Center, China Mobile Chengdu-Chongqing Hub Tianfu Cluster Intelligent Computing Center, and China Unicom Tianfu Information Center Phase IV, give play to the core role of the computing power interconnection platform as the \u201ccomputing network brain\u201d, and realize high-quality data flow. Strengthen the construction of integrated information infrastructure such as industrial internet, internet of vehicles, and low-altitude infrastructure. Task 2: Drive Digital-Intelligent Development to Accelerate Digital-Real Integration Empowerment<\/span><\/strong><\/p>\n

Second, sail with digital intelligence to accelerate the empowerment of digital-real integration development. Focus on 13 industry fields such as transportation and culture and tourism, accelerate the popularization of integrated applications of new information technology formats and models, speed up the development from \u201cinternet of everything\u201d to \u201cintelligent connection of everything\u201d, and comprehensively empower the iterative upgrading of urban infrastructure, the intelligent transformation of industrial production and manufacturing, and the improvement of public service quality and efficiency.<\/p>\n

Task 3: Build Security Shields to Enhance Comprehensive Network Security Capabilities<\/span><\/strong><\/p>\n

Third, build a shield for protection to comprehensively improve the comprehensive network security guarantee capability. Enhance the ability to respond to major risks of key information infrastructure, strengthen the construction of security capabilities for new facilities such as computing power scheduling, cloud services, and satellite internet, and improve the reliable, controllable and manageable capabilities of network and data security.<\/p>\n

Task 4: Promote Emission Reduction and Efficiency to Achieve Leapfrog Green and Low-Carbon Development<\/span><\/strong><\/p>\n

Fourth, reduce emissions and increase efficiency to significantly jump to a green and low-carbon development level. Vigorously promote the green and low-carbon development of key facilities such as data centers and main base station equipment, accelerate the empowerment of information technology for energy conservation and emission reduction in various fields of society, and build a \u201cgreen power + computing power\u201d integrated development project with Sichuan characteristics.<\/p>\n

Safeguard Measures to Ensure Effective Implementation of the Action Plan<\/span><\/strong><\/p>\n

The \u201cAction Plan\u201d formulates safeguard measures in terms of strengthening organizational leadership, enhancing collaborative guarantees, and deepening ecological cooperation. The Sichuan Communications Administration, together with various departments, establishes and improves a work coordination mechanism, promotes the implementation of key tasks, optimizes resources and policy support, strengthens up-down linkage and regional collaboration, and ensures that the strengthening and empowerment of information infrastructure achieve better results.<\/p>\n
