Yiyuan County, Zibo City, is seizing the opportunities brought by the development of the digital economy, empowering the transformation and upgrading of traditional industries with digital technologies, promoting the deep integration of the digital and real economies, and continuously improving the supporting system for the digital economy, so as to inject new impetus into the high-quality economic and social development.
Improve Mechanisms and Strengthen Top-level Planning
Centering on the goal of building a provincial-level characteristic cluster for the digital economy, and focusing on the integrated development of the digital economy and the pharmaceutical industry, Yiyuan has issued the 2025 Work Plan for the Characteristic Pharmaceutical Cluster of the Digital Economy in Yiyuan County, clarifying three core tasks: digitalization of the pharmaceutical industry, development and utilization of data resources, and optimization and upgrading of digital infrastructure.
A special working team for the digital economy has been established and incorporated into the county-wide working team system. Through inter-departmental meetings, surveys on the digital development of enterprises, and other measures, the county has sorted out three lists covering enterprises, key projects, and application scenarios in the pharmaceutical characteristic cluster. These lists clarify development directions and ensure implementation through projects, concentrating efforts on advancing the construction of Yiyuan’s digital economy characteristic cluster.
Consolidate Foundations and Accelerate Data Aggregation and Support
Relying on the county-level node of the provincial integrated big data platform, Yiyuan has steadily advanced data aggregation and governance. Up to now, 480 data resource catalogs have been shared, more than 6.5 million items of public and government data covering water, gas, heating and 6 other categories have been collected, 31 data interfaces have been developed, and service calls have reached 108,000 times, laying a solid data foundation for the digital transformation and upgrading of the pharmaceutical industry.
Meanwhile, the county is accelerating the development and application of data resources and actively exploring paths for the capitalization of county-level data assets. A professional public data management team has been set up to focus on data governance, data security and data application, fully promoting the governance, packaging, product transformation and transaction of county-level data resources, and accelerating the release of economic benefits from data resources.
Smart (Yiyuan) City Construction and Operation Company assisted Jieyuan Urban Infrastructure Engineering Company in obtaining the first data asset registration certificate for enterprises in the county, marking the first case of data asset recognition in the field of urban basic environmental services in Zibo City.
Focus on Innovation and Deepen Industrial Digital Transformation
Advance the construction of industrial internet platforms
The county has launched the “Industrial Empowerment Yiyuan” digital enabling initiative.To date, it has fostered 5 municipal-level smart factories, 39 smart workshops, 19 typical application scenarios of new-generation information technology, 3 provincial-level industrial internet benchmark factories, and 25 provincial-level digital economy “Morning Star Factories”.The 5G factory of basalt fiber at Shandong Luyang was included in the MIIT 5G Factory List, and Yiyuan Chemical Industrial Park was approved as a provincial-level digital economy park (pilot) in the direction of industrial digitalization.
Shandong Pharmaceutical Glass, together with Shandong University of Technology and Luzhong Industrial Internet Technology Research Institute, has built a 5G industrial internet transparent manufacturing platform, establishing a comprehensive technical system for industrial internet, IoT and IoT code applications in the pharmaceutical glass industry, and driving the digital transformation of the sector.
Expand the application of AI large models
Zibo Zhuoyi Glass Fiber has built a complete digital manufacturing and operation management system based on AI large models, realizing real-time uploading of quality control points and production data, as well as effective integration of business processes and data among various systems.This has improved the coordination and efficiency of production management: the annual capacity of the glass fiber production line has increased from 30,000–50,000 tons to over 80,000 tons, and the product defect rate has dropped by 27%.
Gather Vitality and Promote the Cluster Development of the New Pharmaceutical Industry Chain
Luzhong Smart Logistics Park has been built. Relying on the full-chain resources of JD Group, a investment attraction map of “leading industries – key enterprises – supporting projects” has been formulated, focusing on targeted investment in the new pharmaceutical industry.Up to now, two key pharmaceutical enterprises, Zhilian Jiayi and Shandong Pharmaceutical Glass, have been introduced. The annual operating income of park enterprises is expected to reach 600 million yuan in 2026, creating more than 500 jobs.
Taking the characteristic pharmaceutical industry as a starting point, Yiyuan is focusing on digital transformation and striving to build a “Capital of New Pharmaceuticals”. A complete new pharmaceutical industrial chain has taken shape:chemical raw materials – pharmaceutical intermediates – APIs – high-end preparations – pharmaceutical packaging.
With Shandong Bencao Pharmaceutical as the “chain leader”, a “online sales + offline sales + offline distribution” model has been established. The county has built the country’s largest “single disease + full-process” service platform and the “Yaojicai” national supply and marketing platform for pharmaceutical production and urban-rural pharmaceutical chains, realizing the full-chain connection of medicines from production to online and offline sales.

Yiyuan has continued to promote the construction of 5G and 10G optical networks. A total of 7,272 10G-PON ports have been built, and 848 5G base stations have been opened, achieving full coverage of 5G networks in major urban and rural areas and enterprises, providing solid network support for the digital transformation and upgrading of enterprises.
Strengthen guidance and services for enterprises
A project responsibility system has been established to assign duties, coordinate constraints and solve problems.In 2025, 448 on-site assistance and guidance activities were carried out for enterprises, resolving 41 bottleneck problems for enterprises and projects, strongly promoting project construction.
