China’s Low-Altitude Economy Makes Breakthroughs Overseas Amid Surging eVTOL Orders in the Middle East

On November 17, the 2025 World Low-Altitude Economy Summit, co-hosted by Greenland MICE and the EU-Asia Center with the core theme of “Building Global Partnerships for the Low-Altitude Economy”, grandly opened in Yuyao, Zhejiang. Focusing on the entire industrial chain including technology R&D, regulatory coordination, and market application, the summit brought together elites from the global industry, academia, and political circles. They conducted in-depth exchanges on topics such as cross-border standards, smart airspace, and green aviation, providing forward-looking solutions for the development of urban air mobility. On the industrial side, leaders of enterprises including Sichuan Volant Aerospace, Feiying Aviation, and Asia Seaplane Company shared cutting-edge progress in the low-altitude economy from the perspectives of aircraft design, airspace management, and commercial practice.

 

Summit Guidance & Policy Boost: Low-Altitude Economy Enters Fast Lane

 

As one of the key directions in the 14th Five-Year Plan (2026-2030), the low-altitude economy industry is developing rapidly, with numerous enterprises stepping into this emerging track in an attempt to seize first-mover advantages.

 

Middle East Order Boom: Chinese eVTOL Firms Set Record Deals

 

In November, a number of Chinese eVTOL (Electric Vertical Take-Off and Landing) enterprises achieved order breakthroughs at the 8th China International Import Expo (CIIE). Among them, eVTOL manufacturer Volant Aerospace signed multiple agreements with several partners, securing 95 orders with a total value of 2.375 billion yuan. It also obtained new confirmed orders for high-grade commercial passenger eVTOLs and received a deposit of tens of millions of yuan. The cooperation covers multiple dimensions including financial leasing, operation services, overseas expansion, and supply chain collaboration, aiming to build a low-altitude economy ecosystem centered on the main aircraft manufacturer and accelerate the implementation of related industries.

 

Also during the CIIE, Yudian Technology signed an order for 350 E20 eVTOLs with Autocraft, an enterprise from the United Arab Emirates (UAE), with a total contract value of up to 1 billion US dollars, setting a new record for a single order in the global eVTOL sector. In addition, Yudian Technology announced that it would locate its headquarters and manufacturing base in Shanghai, further consolidating its development foundation in China and demonstrating its strategic determination to root in China and deepen the local market.

 

Beyond Volant Aerospace and Yudian Technology, other eVTOL manufacturers such as Feiying Aviation and XPeng Aeroht have also successively announced large orders.

               Low-Altitude Economy

On October 29, Feiying Aviation reached a procurement agreement for 50 eVTOLs with Falcon Aviation Services from the UAE, including 15 cargo-version V2000CG “Kairuiou” and 35 passenger-version V2000EM “Shengshi Long”. According to the plan, the cargo aircraft “Kairuiou” will be the first batch of products to start delivery by the end of 2025, serving Abu Dhabi National Oil Company’s needs for low-altitude cargo transportation and high-end travel services. This cooperation is not only a key step in Feiying Aviation’s global layout but also demonstrates the accelerated pace of Chinese eVTOL enterprises’ overseas expansion.

 

On October 28, XPeng Aeroht signed a strategic cooperation agreement with the People’s Government of Dunhuang City. The two parties will cooperate in areas such as the construction of flight camps and land-air integrated self-driving routes to jointly accelerate Dunhuang’s low-altitude economy industry. On the same day, XPeng Aeroht also secured an intentional order for 200 “Land Aircraft Carriers” (flying cars) with partners including Hangzhou Gaozhi General Aviation. On October 12, XPeng Aeroht conducted a public manned flight in Dubai and signed an agreement for the first batch of 600 flying cars in the Middle East, setting the highest record for a single overseas order in the flying car sector.

 

Global Industrial Reshaping: China’s Solutions Drive Overseas Breakthroughs

 

Behind these orders and cooperations lies the reshaping of the status of Chinese eVTOL enterprises in the global industrial chain. It signifies that Chinese eVTOL enterprises, relying on their technological strength and commercialization capabilities, are gradually moving towards the core of the global industrial chain. From technology R&D to market application, and from domestic pilots to international expansion, Chinese low-altitude economy enterprises not only grow steadily under the guidance of domestic policies but also export products and standards through overseas cooperation, contributing “Chinese solutions” to the construction of the global low-altitude transportation system.
