Recently, the Jiangsu Provincial People’s Government released the Jiangsu Province “AI+” Action Plan, which systematically maps out the development path for artificial intelligence (AI). The plan aims to establish Jiangsu as a nationally leading hub for “AI+” innovation, a highland for industrial development, and a pilot zone for integrated applications.

 

The Action Plan sets specific goals across three key milestones: 2027, 2030, and 2035. By 2027, Jiangsu will take the lead in achieving extensive and in-depth integration of AI, with the penetration rate of new-generation intelligent terminals and agents exceeding 70%, and the industry scale growing rapidly. By 2030, the penetration rate of new-generation intelligent terminals and agents will surpass 90%, a number of domestically leading large models will be developed, and a batch of large-scale commercial application scenarios will be created. The scale of the AI industry will exceed one trillion yuan, and the intelligent economy will become a significant growth driver for the province’s economic development. By 2035, Jiangsu will have established itself as a nationally leading hub for “AI+” innovation, an industrial highland, and a pilot zone for integrated applications, fully entering a new stage of intelligent economic and social development.

 

As the core driving force behind the new round of scientific and technological revolution and industrial transformation, AI is reshaping production models, optimizing living experiences, and opening up new development tracks. General Secretary Xi Jinping stated: “China attaches great importance to the development of artificial intelligence, actively promotes the deep integration of the Internet, big data, artificial intelligence and the real economy, fosters and expands the intelligent industry, accelerates the development of new quality productive forces, and provides new momentum for high-quality development.”

In the manufacturing sector, intelligent upgrading has become a key measure to reduce costs and increase efficiency. The AI predictive maintenance system developed through the collaboration between General Motors and NVIDIA successfully predicts 87% of equipment failures, reducing the average annual unplanned downtime from 1,200 hours to 720 hours and cutting losses by $430 million annually. BMW uses AI to optimize factory scheduling, significantly reducing production idle time, while Siemens employs AI to design industrial parts, achieving an optimal balance between cost and strength. In the agricultural sector, “smart vegetable cultivation” has emerged as a new trend. The intelligent plant factory in Dezhou, Shandong, uses an AI system to precisely control light, water, and fertilizer application, and robotic arms automatically sort and grade seedlings with an accuracy rate of 98%. 500 kilograms of high-quality vegetables are shipped nationwide every day, greatly improving agricultural production efficiency and resource utilization. In the aerospace field, the “Jilin-1” satellite constellation is equipped with an AI remote sensing large model, which replaces manual labor to quickly complete cultivated land identification and crop damage assessment, solving the problem of rapid interpretation of massive remote sensing data and making the satellite “brain” smarter and more efficient.

AI applications in the medical and health field safeguard life and health. DeepMind’s medical AI system predicts acute kidney injury 48 hours in advance with an accuracy rate of 90%, and its blood test cancer detection system can identify 13 types of early-stage cancers in 3 seconds, with an accuracy rate exceeding that of chief physicians in top-tier hospitals. Shenzhen Xigen Biosciences’ AI system assists in the research and development of new drugs for gastric cancer, shortening the cycle by 60% and bringing hope to patients. In daily life, AI services are everywhere. The “Smart Home Connect” AI hub in Yangliujun Community, Hangzhou, enables intelligent monitoring of traditional Chinese medicine equipment, automatic dimming of street lamps, and accurate garbage classification. AI fashion assistants on social platforms generate personalized suggestions based on users’ body shapes and occasion requirements, link to purchasing channels, and reshape the consumer decision-making chain. The humanoid robot “Xiao Q” provides precise services to customers in cafes, and China Mobile’s humanoid robots can even perform cross-talk shows and torch relays, demonstrating diverse service potential.

 

Looking ahead, “AI+” is moving toward a deeper integration stage but also faces many challenges. In terms of development trends, AI will achieve a leap from “functional intelligence” to “contextual intelligence,” capable of perceiving multi-dimensional information such as the environment, time, and emotions to provide more accurate responses. Multi-AI collaboration systems will gradually replace single applications, forming an end-to-end ecosystem through standardized data sharing. With the advancement of 5G-A and 6G technologies, edge AI will experience explosive growth, enabling low-latency, high-privacy real-time intelligent services. Meanwhile, technological applications also face issues such as cost control, talent shortage, and ecological governance. The improvement of model reasoning capabilities is accompanied by a surge in token consumption, putting performance pressure on enterprises. The shortage of interdisciplinary compound talents restricts the effect of technological implementation. Data security and ethical norms for AI applications still need to be improved, which have become key issues for the healthy development of the industry.
