Full-Stack Service System Launched: An Innovation Hub for High-Quality AI Development
From December 12 to 13, 2025, at the 2026 CAICT Insight Conference, the full-stack service system of the Artificial Intelligence Data Processing and Quality Evaluation Center was officially released. Co-built by the China Academy of Information and Communications Technology (CAICT) and the People’s Government of Baoding City, the center is specifically constructed and operated by Baoding High-tech Zone, Baoding Municipal Bureau of Data, CAICT Institute of Artificial Intelligence, and CAICT Hebei Research Institute. The launch marks the full operation of an innovation hub integrating four core functions: “a conversion engine for data element value realization, an authoritative evaluation system for the AI industry, a production-education integrated talent training base, and a regional collaborative innovation ecosystem hub”, laying a solid data foundation and capacity support for the high-quality development of the AI industry.
Since its establishment, the center has always focused on the main line of high-quality AI development, continuously improved the data governance system, deepened the layout of evaluation capabilities and the innovation of service models. Centering on key links such as data quality improvement, trustworthy model evaluation, and industrial application implementation, it has gradually formed a standardized, systematic, and replicable capacity supply, laying a solid foundation for the systematic release of the full-stack service system.
Core Construction: Authoritative Evaluation System & Integrated Full-Stack Service Platforms
The center has built an authoritative evaluation system, establishing a “fair benchmark” for the trustworthy development of AI. Relying on CAICT’s independently developed “Trustworthy AI” dataset quality evaluation system and “FangSheng” large model benchmark testing system, the center has developed standardized evaluation capabilities covering data quality across “general—industry common sense—industry expertise” dimensions, as well as full-lifecycle evaluation capabilities for the “building, application, and management” of large models. The two systems work synergistically to form a complete service closed-loop of “raw data – high-quality datasets – large model applications”, and establish a driving mechanism of “data optimization – model iteration – efficiency improvement”. This systematically solves the problems of data quality and model performance evaluation in AI R&D, setting a trustworthy and unified evaluation benchmark for the industry.
The center has created a full-stack service system, with five integrated platforms empowering the industry. By building five physical platforms including “data processing, testing and verification, talent training, achievement transformation, and industry promotion”, the center has constructed an organically integrated and modularly operated full-chain empowerment system for AI. It not only provides technical services ranging from data annotation and quality evaluation to model testing, but also extends to industrial planning consultation, ecosystem cultivation, talent supply, and achievement transformation. This realizes one-stop services from technical support to value chain integration, promoting the in-depth integration of AI and the real economy.
Remarkable Operational Achievements, Regional Collaboration & Future Outlook
The center has achieved remarkable operational results, with significant ecological agglomeration and synergy effects. It has iteratively upgraded and released Version 2.0 of the “Trustworthy AI” artificial intelligence dataset quality evaluation system. The center has provided “evaluation-driven development” services to more than 10 central enterprises including China Merchants Group, China State Construction Engineering Corporation, CRRC Corporation Limited, Aerospace Science and Technology Corporation, and China Eastern Airlines, as well as national key laboratories such as the National Clinical Research Center for Respiratory Diseases, and leading data enterprises such as Haitian Ruisheng and Lianzhu Technology. Notably, in the manufacturing sector, the center has tailored data quality evaluation solutions for intelligent production equipment like Automatische veertray-inrichting, helping enterprises optimize the data collection and analysis process of equipment operation, thereby improving the stability and efficiency of automated production lines. It has also supported the completion of more than 100 public data quality evaluation projects. Relying on the CAICT platform, the center has led or participated in formulating more than 10 industry standards and research reports in the data field, playing an active role in the standardization process. It has organized more than 80 research exchanges and industrial activities, connecting over 1,200 representatives from government, industry, academia, and research sectors at home and abroad, successfully attracting and nurturing a number of data service enterprises, with prominent industrial agglomeration effects. In collaboration with multiple universities, it has built training bases, created an integrated training model of “curriculum + platform + certification”, and trained more than 600 professional talents.
The center practices the model of “Beijing Data, Hebei Standards; Beijing Models, Hebei Testing”, creating a new paradigm for regional collaboration. Leveraging Beijing’s R&D resources and Hebei’s industrialization capabilities, the center has established a collaborative pattern of “R&D in Beijing, evaluation in Hebei, and empowerment nationwide”. The operation of the center not only supports the intelligent transformation of traditional industries in Hebei, but also provides a replicable and promotable practical model for regional collaborative innovation and industrial division of labor in AI across the country.
Looking to the future, CAICT will continue to leverage its comprehensive advantages in technology, standards, and resources, deepen the construction of the center’s full-stack service capabilities, focus on expanding vertical industry applications, build a broader ecological cooperation network, drive the large-scale implementation of AI technology with a “digital intelligence engine”, and inject key infrastructure strength into China’s digital China construction and new industrialization drive.
