Since the beginning of this year, guided by the provincial work deployment for “intelligent transformation and digital upgrading” and closely aligned with the “1269” Action Plan, Lead Mountain County of Shangrao City has been advancing the transformation of traditional industries toward intelligence, green development and high-end upgrading by establishing an integrated digital transformation enabling mechanism featuring “precision diagnosis, benchmark leadership and chain-based collaboration”, based on the county\u2019s industrial reality. This initiative aims to fully forge a new engine for industrial development.<\/p>\n

Precision Diagnosis and Tiered Implementation to Build a Closed-Loop Transformation System<\/span><\/strong><\/p>\n

 <\/p>\n

Lead Mountain County has prioritized digital diagnosis as the first step in its transformation drive, introducing a professional “digital clinic” service model. In 2025, through in-depth cooperation with the Fifth Electronics Research Institute of the Ministry of Industry and Information Technology, the county completed full-coverage “in-depth enterprise diagnosis” for all 117 industrial enterprises above designated size, formulating 117 high-quality enterprise-specific digital transformation plans.<\/p>\n

On this basis, a closed-loop transformation promotion mechanism of “classified standard implementation<\/strong>, pilot project tackling and dynamic review” has been established. Tailored upgrading paths and targets have been developed according to the characteristics of enterprises in different industries and of varying sizes, with a focus on achieving high maturity levels. At present, 74.5% of industrial enterprises above designated size in the county have completed digital transformation. Thirteen enterprises have successfully passed the 2-star (2A) standard certification for digital transformation maturity and data management capability maturity. The county has nurtured provincial-level “Little Lighthouse” enterprises represented by Fu\u2019erxin Pharmaceutical and Chemical Co., Ltd., and helped Ruichen Sealing Co., Ltd. secure a place on the national list of “5G Factories”.<\/p>\n

Leading Enterprises Driving Benchmarking Effects to Create Growth Poles for Industrial Upgrading<\/span><\/strong><\/p>\n

Adhering to the dual criteria of “compliance” and “maturity”<\/strong>, Lead Mountain County has carefully selected and cultivated a number of leading enterprises in digital transformation, forming a multi-level benchmarking echelon.<\/p>\n

 <\/p>\n

Among them, the “5G + Smart Mine” project led by Yongping Copper Mine of Jiangxi Copper Corporation has become the first demonstration scenario in China\u2019s non-ferrous metal industry for the integration of multiple domestic systems under the “Kuanghong” initiative. It has realized remote control and intelligent decision-making for underground production, setting a national benchmark for the transformation of resource-based industries.<\/p>\n

The “Digital and Intelligent Factory” represented by Huajia Aluminum Industry has built a full-process quality traceability and data analysis system, and introduced advanced automatic placement machine<\/u><\/a>s<\/span> to realize intelligent and high-precision assembly of aluminum product components. This integration of equipment and system has achieved a 28% increase in production efficiency and a 23% reduction in energy consumption per unit of output value. Its “small, fast, lightweight and precise” solutions are now being promoted among small and medium-sized aluminum processing enterprises.<\/p>\n

Jiangxi Fu\u2019erxin Pharmaceutical and Chemical Co., Ltd., relying on its integrated “5G + Industrial Internet” platform, has achieved remarkable results in safety, green development and efficiency, emerging as a provincial-level benchmark for the intelligent transformation of process industries.<\/p>\n

In addition, through regular on-site observation meetings<\/strong>, compilation of typical case collections and organization of special training sessions, the county has actively promoted the replication of benchmarking experiences, ensuring they are “visible, learnable and transferable”. For example, enterprises in the non-ferrous metal and fine chemical sectors were organized to conduct on-site studies at Yongping Copper Mine and Fu\u2019erxin Pharmaceutical, effectively fostering a transformation atmosphere of “leading enterprises driving the industrial chain and the chain driving cluster development”.<\/p>\n

Financial Support and Service Empowerment to Address Practical Difficulties in Enterprise Transformation<\/span><\/strong><\/p>\n

 <\/p>\n

To address the challenges of enterprises being “unwilling, afraid or unable to transform”, Lead Mountain County has innovatively built a three-in-one empowerment system consisting of “financial guidance, financial support and service guarantee”.<\/p>\n

 <\/p>\n

In terms of financial support<\/strong>, the county has actively secured and coordinated the use of reward and subsidy funds at all levels, accumulating over 10 million yuan in special funds for enterprise digital transformation in 2025. Meanwhile, it has deepened government-bank-enterprise cooperation, providing targeted financial support through initiatives such as the “Industrial Park Credit Access Program”. Throughout the year, credit lines totaling 392 million yuan were granted to 67 enterprises, and “Gongxintong” loans were secured for three enterprises including Chishuo Electronics, effectively alleviating the financing pressure on small and medium-sized enterprises.<\/p>\n

In terms of service guarantee<\/strong>, efforts have been made to build a digital public service platform, providing one-stop services such as technical consultation, solution design and talent training for enterprises. Through activities like the “Market Expansion Journey”, the county has helped enterprises connect with resources and expand order volumes, facilitating sales orders worth a total of 6.065 billion yuan throughout the year. In addition, the county has actively introduced resources from universities, research institutes and high-end think tanks to provide sustained technical and intellectual support for the county\u2019s digital transformation.<\/p>\n

Moving forward<\/strong>, Lead Mountain County will further implement the “Chain Leader Initiative”, supporting leading enterprises in building industrial collaboration platforms to drive the overall upgrading of upstream and downstream sectors of the industrial chain. The county strives to achieve full coverage of digital diagnosis and transformation for all industrial enterprises above designated size, and fully transform the “blueprint” for digital transformation into a “realistic picture” of high-quality development.<\/p>\n
