On November 11, the National Development and Reform Commission (NDRC) held a special press conference to introduce the relevant work on further promoting the development of private investment. When talking about investment in the digital economy sector, an official from the Digital Economy Department of the National Data Administration stated that efforts will focus on leveraging the enabling role of data, strengthening the supply of policies and systems, and through measures such as scenario opening, data integration, and model innovation, better guide and support private investment in “intelligent transformation, digital upgrade, and network connection” (hereinafter referred to as “Three Transformations”).
Promoting the Opening of Application Scenarios
Focusing on major strategies, key bottlenecks in economic and social development, and important issues of public concern, and centering on key fields such as industrial manufacturing, transportation, electric power and energy, healthcare, and modern agriculture, support leading enterprises and third-party service providers in building integrated digital enabling platforms. Strengthening Infrastructure Support
Focusing on resolving difficulties and bottlenecks such as the trusted circulation of cross-regional and cross-entity data, carry out pilot projects for the construction of urban and industrial data infrastructure, advance the interconnection and interoperability of data, provide a secure and trusted environment for data integration and application, and strive to remove obstacles in data circulation and application.
Expanding Investment Space
Vigorously develop the data industry, support the construction of data annotation bases, organize pilot projects for the development of high-quality datasets, open up new investment spaces, and encourage various social capital to increase investment in the data field. Driven by data elements and digital technologies, further empower enterprises in intelligent decision-making, customized design, flexible production, low-inventory and efficient circulation, and full-industrial-chain financial services, and foster more new tracks for digital and intelligent transformation.
It was noted that in the next step, the National Data Administration will leverage the characteristics of the digital economy sector, such as large effective investment space and strong driving effects, to further stimulate enterprises’ internal motivation for transformation and expand new investment demands through the following three aspects:
Optimizing Existing Resources
Further advance major digital transformation projects, simultaneously build a technological ecosystem and business ecosystem for transformation, improve key protocol standards for data infrastructure, gradually realize cross-domain data control and manageable, controllable, and measurable data circulation, strengthen the construction of integrated digital enabling platforms, and form a digital transformation ecosystem with accessible technologies, acceptable costs, and sustainable business models.
Expanding Incremental Development
At present, many localities are advancing the overall digital transformation of cities and increasing investment in the construction of urban intelligent hubs, smart sensing systems, and the digital transformation of traditional infrastructure. The National Data Administration will strengthen guidance, improve policies, expand the space for effective investment, and at the same time promote the formation of an application ecosystem for independent and controllable digital technologies, products, and equipment.
Innovating Development Models
Digital transformation initiatives such as data governance and software system deployment are characterized by light assets. The National Data Administration will study targeted measures for management and guidance; meanwhile, promote the inclusion of digital transformation services in costs, project budgets, and procurement processes. Explore new models of contractual data services, share the benefits of digital transformation in accordance with contractual agreements, and transform transformation services into value co-creation by jointly exploring application paths and agreeing on profit sharing after benefits are realized, thereby fostering a number of professional service providers engaged in data governance and digital transformation.
