From “Data Bureaus” to “Artificial Intelligence Bureaus”, and from “AI + traditional industries” to “industry empowered by AI”, industrial competition among Chinese cities is being reshaped by the establishment of a new type of government agency.

 

According to a review by Intelligent Manufacturing Network, since May 2025,Longgang District of Shenzhen, Wenzhou, Haizhu District of Guangzhou, Zhuhai, Yangzhou, Yuhuatai District of Nanjing and other regions have successively set up official Artificial Intelligence Bureaus (or Departments, Centers).At the start of the 15th Five-Year Plan period, this wave of institutional setup sends a clear signal:local governments are stepping into the new battlefield of artificial intelligence — which is redefining urban competitiveness — with an unprecedented organizational effort.

 

Looking back at the timeline, the establishment of these specialized AI agencies has a clear trajectory:

 

In May 2025, the Artificial Intelligence (Robot) Administration of Shenzhen Longgang District was inaugurated, becoming China’s first government agency directly focusing on the AI and robot industries. This pioneering move kicked off the trend of local specialized AI institutions.

 

In September 2025, Wenzhou took the lead by adding the of Artificial Intelligence Bureau to its Municipal Data Bureau, creating China’s first prefecture-level AI Bureau.The “third growth pole” of Zhejiang began accelerating in the AI race.

 

In December 2025, both the Pearl River Delta and Yangtze River Delta pushed forward simultaneously.

 

Haizhu District Artificial Intelligence Development Bureau was founded in Guangzhou, becoming China’s first district-level dedicated AI agency that is independently established, operationally substantive, and included in the official Party and government institutional structure.

 

Zhuhai Artificial Intelligence Development Bureau was established shortly after.

       Establishing Dedicated “AI Agencies”

Yangzhou took an innovative path by setting up Yangzhou Artificial Intelligence Development Center — China’s first public institution integrating artificial intelligence and data factors.

In January 2026, the momentum continued to rise.

 

Ouhai District Artificial Intelligence Development Center in Wenzhou was unveiled, becoming China’s first county-level AI development center.

 

Yuhuatai District Artificial Intelligence Development Bureau in Nanjing was established, becoming Jiangsu’s first district-level AI agency included in the official institutional sequence with dedicated administrative staffing, and the third urban district nationwide to set up a full-time AI institution.

 

A practical question then arises:since Economy and Information Bureaus, Science and Technology Bureaus, and Data Bureaus already oversee AI-related work, why create a separate AI Bureau?

 

Based on local practices, the answer points to a core pain point: fragmented functions.In the past, an AI enterprise seeking policy support often had to shuttle back and forth between multiple departments — Development and Reform, Economy and Information, Science and Technology, Data, and others.As an emerging cross-integrated industry, AI involves R&D, computing power support, data supply, and scenario application, which fall under different administrative systems.Multi-department management and scattered resources have become hidden barriers restricting development.

 

There is a vivid metaphor in the industry for the relationship between Data Bureaus and AI Bureaus:the Data Bureau is a “granary storing rice”, while the AI Bureau is a “kitchen cooking meals”.In the early stage of digital economy development, the focus was on “digitalization” — how many data centers were built, whether data was effectively collected.Today, the focus has shifted to “economy” — how to turn data into real value.Setting up a dedicated “kitchen” is to turn “rice” into delicious “meals”.

 

A responsible official from Wenzhou Artificial Intelligence Bureau stated frankly thatthe original intention of establishing the bureau is to build a full-chain service system covering AI research, technology, and industry,shifting AI governance from “multi-department management” to “specialized management”.

This new wave of institutional innovation signals that Chinese cities are taking substantial steps in industrial governance reform.In this future-oriented competition, the starting gun has already fired.Embracing AI does not guarantee permanent leadership,but missing out on AI may very well mean falling behind step by step.
