The Market Supervision Bureau of Mouding County: Adopting Multiple Measures to Control the Processing, Production, and Sale of Rice and Flour Products

   In order to comprehensively standardize the production and operation behaviors of rice noodle products, improve the quality and safety of rice noodle products, and ensure the consumption safety of the people. Recently, the Market Supervision Bureau of Mouding County has jointly carried out law enforcement inspections with the public security bureau, and has concentrated on carrying out special rectification actions for rice and flour products in the jurisdiction through multiple measures.

In order to comprehensively standardize the production and operation behaviors of rice noodle products, improve the quality and safety of rice noodle products, and ensure the consumption safety of the people. Recently, the Market Supervision Bureau of Mouding County has jointly carried out law enforcement inspections with the public security bureau, and has concentrated on carrying out special rectification actions for rice and flour products in the jurisdiction through multiple measures, strengthening supervision and inspection, standardizing business operations, and controlling the production and sale links.

First, conduct a comprehensive investigation to find out the 底数. At present, there are 11 small workshops for the production and processing of rice noodles, Ersi (a kind of rice noodle – like food), and rolled noodles in the county (1 of which is not in production), 41 food vendors selling rice and flour products, 64 catering units for the production and sale of rice noodles, and no food production and processing enterprises for rice noodles. In the rectification, the focus is on checking whether the production environment, equipment and facilities, technological processes, and health management of employees in small workshops meet the food safety requirements.

Second, strengthen cooperation and enhance training and publicity. Up to now, a total of 3 joint law enforcement inspections have been carried out with the public security and other departments, 3 training courses for regulatory cadres have been organized with 72 person – times, 3 training courses for the heads of rice and flour small workshops (including 2 Yunzhisuo training courses) have been organized with 32 person – times, 2 key publicity activities have been carried out, 1200 copies of publicity materials have been distributed, and the number of beneficiaries has been more than 1200 person – times. 2 issues of the “Red and Black List of Food Production and Processing Units for the 2025 ‘Special Rectification of Rice and Flour Products’ in Mouding County” have been produced and released.

Third, urge enterprises to implement their main responsibilities. Conscientiously implement the requirements of “four strictest”, urge regulatory agencies to implement regulatory personnel to households and guarantee leaders to households, and re – implement risk classification: 1 household at level A, 2 households at level B, 6 households at level C, and 2 households at level D. Strengthen the main responsibilities of quality and safety of rice and flour product production and processing enterprises, such as strictly implementing the inspection of raw material purchase, production process control, and product factory – exit inspection, and strictly prohibit the purchase or use of food raw materials that do not meet the food safety standards; carry out the upgrading and renovation of the production and operation premises of 11 rice noodle small workshops (1 of which is not in production), 10 households have completed the acceptance, 10 households are qualified and can continue to produce, and 1 household is not in production. Urge operators to earnestly implement the “daily control” system, urge and guide small workshops of rice noodle products to implement the food safety self – inspection system, regularly carry out self – inspection and self – correction of the food safety situation, carry out 2 Yunzhisuo training courses to ensure the traceability of food.

Fourth, strengthen supervision and standardize production. Urge small workshops to strictly implement the “Hygiene Code for Small Food Production and Processing Workshops in Local Food Safety Standards”, Yunnan Province’s local food safety standard DBS53/017 – 2024 “Fresh Rice Noodles” and other laws, regulations, standards, as well as the relevant knowledge of food safety seals for rice noodle products for publicity and training, and timely inform operators of the registration management system, registration work process, production conditions, operation specifications, label and marking requirements, and negative list (prohibited list) of small rice and flour product workshops. Strengthen the daily inspections of rice and flour product production and processing points. A total of 74 person – times of law enforcement personnel and 34 vehicle – times have been dispatched, 41 food sellers of rice product retail have been inspected, 11 households with problems have been ordered to make corrections, 11 households have completed the problem rectification, and the rectification completion rate has reached 100%; 64 catering units for the production and sale of rice and flour products have been inspected, 14 households with problems have been ordered to make corrections, 14 households have completed the problem rectification, and the rectification completion rate has reached 100%. 11 small workshops of rice and flour products have been inspected, 49 inspection opinions have been put forward for 11 households, 6 copies of correction – order notices have been issued to 6 households with a total of 24 items, 6 copies of correction – order notices for 6 households with a total of 28 items have been completed, and the remaining uncompleted rectification items are being actively rectified. 1 demonstration household point of rice noodle product small workshops has been consolidated and reviewed. 2 training courses have been held, training 42 person – times of the heads and employees of rice and flour product small workshops; 11 copies of the “Food Safety Information Publicity Board for Small Food Production and Processing Workshops in Chuxiong Prefecture” have been posted to the production sites of rice and flour product small workshops, and 116 copies of the “Notification and Commitment Letter for Producing ‘Safe Food’ in Mouding County” have been signed.

Fifth, strengthen sampling inspection to ensure quality. In response to some problems found in the inspection, the Market Supervision Bureau of Mouding County has specially formulated a special sampling inspection plan for rice and flour products, increased the intensity of sampling inspection of rice and flour products, and expanded the coverage of sampling inspection. 18 batches of samples have been completed, 17 batches are qualified, and 1 unqualified batch is being verified and disposed of.

In the next step, the Market Supervision Bureau of Mouding County will continue to strictly control the labeling and naming of product names, strictly control the processing technology, strictly control the use, addition amount, and addition range of edible starch in rice and flour products, strictly prohibit the addition of “edible glue” and non – edible substances and other “two excesses and one non – compliance” and adulteration behaviors, and strictly prohibit using “colored rice noodles, colored rolled noodles, colored Ersi” to pretend to be rice noodles, rolled noodles, and Ersi, so as to ensure honest production and operation.
