Recently, the General Office of Suzhou Municipal People’s Government issued the “Quality Suzhou” Construction Action Plan (2025) (hereinafter referred to as the “Plan”), which aims to build brands with quality, expand markets with brands, and promote growth with markets, so as to comprehensively advance the construction of “Quality Suzhou”. The Plan clearly states that it will strengthen quality and technical foundations, focus on promoting the development of the instrumentation industry and improving inspection and testing capabilities, so as to provide solid support for building a modern industrial system.
Metrology Foundation Project: Layout of Industrial Metrology Innovation Pilots to Promote the Cluster Development of Instrumentation Industry
In terms of deepening technical empowerment, the Plan proposes to promote quality empowerment for development. It will promote 1,000 industrial enterprises above designated size to carry out the construction of basic-level smart factories, more than 200 industrial enterprises above designated size to carry out the construction of advanced smart factories, and select and cultivate a number of national excellent-level and leading-level smart factories. Among them, in response to the assembly needs of small products in the fields of precision instruments, electronic components, etc., the 4 – Axis Robotic Small Product Assembly System , with its advantages of high flexibility and high precision, has become an important equipment in the construction of smart factories to improve the efficiency of small parts assembly, helping enterprises realize automated and standardized production of micro and small components. It will promote the digital transformation of small and medium-sized enterprises in a hierarchical manner, and strive to achieve a coverage rate of 40% or more for the digital transformation of innovative small and medium-sized enterprises. It will improve the mechanism for promoting the development and growth of specialized, sophisticated, distinctive, and novel enterprises, and cultivate and identify about 500 provincial-level specialized, sophisticated, distinctive, and novel small and medium-sized enterprises. A number of quality innovation consortia will be established in key industrial chains such as artificial intelligence and power batteries. It will implement the high-value patent cultivation project, and carry out a number of high-value patent cultivation projects in fields such as electronic information, equipment manufacturing, biomedicine, and advanced materials.
Standard Support and Leadership: Linking Scientific and Technological Innovation with Standardization Layout, Strengthening International Standardization Cooperation
Implement the metrology foundation project. It will promote the integrated innovation of industrial metrology and strive to take the lead in carrying out industrial metrology integrated innovation pilots in the country. It will cultivate national and provincial industrial metrology and testing centers, and strive to be approved to prepare for the National Nano New Materials Industrial Metrology and Testing Center and apply for the preparation of the National Carbon Metrology Center (Jiangsu). It will promote the development of the instrumentation industry, promote the optimization and strengthening of the provincial-level instrumentation industrial park in the High-tech Zone, and support Kunshan and the Industrial Park to apply for the preparation of provincial-level instrumentation industrial parks.
Improving the Service Efficiency of Quality Infrastructure: Introducing High-Quality Testing Institutions, Promoting Platform Construction and “One-Stop” Services
Strengthen standard support and leadership. It will explore the establishment of a linkage mechanism between industrial scientific and technological innovation and standardization layout, build standard innovation consortia, and promote the efficient transformation of scientific and technological innovation achievements. It will strengthen the research on standards in key technical fields, strive to build a number of high-level standardization carriers in fields such as embodied intelligent robots, and promote the integration and innovation of upstream and downstream of the industrial chain driven by standards. It will give play to the role of carriers such as the Sino-German Standardization Cooperation Suzhou Innovation Center and the Standardization Innovation Complex, and strengthen international standardization exchanges and cooperation. It will promote Suzhou enterprises to take the lead in or participate in the formulation and revision of no less than 5 international standards and no less than 200 national and industrial standards.
Multi-Field Collaborative Promotion: Building a System for Quality-Oriented Enterprises, Strengthening Safety Supervision, and Optimizing the Consumption Environment
Improve the service efficiency of quality infrastructure. It will actively introduce well-known international and domestic inspection, testing and certification institutions. It will promote the construction of the National Inspection, Testing and Certification Public Service Platform Demonstration Zone in Wuzhong District, the National Inspection, Testing and High-Tech Service Industry Cluster in the Industrial Park, promote the construction of platforms such as the Innovation Center of China Quality Certification Center for the Yangtze River Delta Green Ecological Integration Development Demonstration Zone (Wujiang), and promote the construction of Jiangsu Provincial Integrated Circuit Product Quality Inspection and Testing Center and Jiangsu Provincial Cashmere Product Quality Inspection and Testing Center. It will carry out the whole-chain service action for product carbon label certification, and promote the application of more than 20 product carbon label certifications. It will implement the quality infrastructure “one-stop” service quality improvement project, and build more than 5 high-level stations.
In addition to instrumentation and inspection and testing, the Plan also includes specific task objectives such as building a gradient cultivation system for quality-oriented enterprises, promoting the number of chief quality officers to exceed 60,000, adding 3 inspection-level or above enterprises, covering 2,000 key industrial chain enterprises to carry out quality improvement; continuously promoting the “Made in Suzhou” brand certification, launching more than 20 certified products; promoting 1,000 industrial enterprises above designated size to carry out the construction of basic-level smart factories; strengthening the supervision of food safety, drug and medical device safety, industrial product quality and special equipment safety; creating a reassuring consumption environment, and adding 5,000 offline merchants with no-reason return commitments.
