Several Measures of Shanghai Municipality to Further Expand the Application of Artificial Intelligence
To implement the national strategic deployment for developing next-generation artificial intelligence, accelerate the implementation of the “Artificial Intelligence +” initiative, advance this municipality’s “Modeling and Shaping Shanghai” project, reduce the costs of innovation and entrepreneurship, further expand the application of artificial intelligence, and speed up the construction of Shanghai as a “highland of artificial intelligence”, these measures are formulated.
Reduce the cost of using intelligent computing power. Issue 600 million yuan in computing power vouchers, strengthen the construction of computing power scheduling platforms, systematically support enterprises in researching, developing, and applying large models, and accelerate the agglomeration of large model ecological spaces. For entities renting intelligent computing power, the municipal level will provide a maximum 30% rental subsidy and recommend applications for national intelligent vouchers. In accordance with the principle of “subsidizing early-stage and small-scale entities”, districts and the municipality will jointly provide a rental subsidy of up to 100% for a maximum of one year. For projects involving the deployment of independent intelligent computing power facilities, provide up to 10% support for construction to accelerate the cultivation of an independent artificial intelligence ecosystem.
Expand the application of large artificial intelligence models. Issue 300 million yuan in model vouchers. For entities that promote vertical applications of large models by calling third-party large model APIs deployed on cloud platforms or adopting third-party large model privatization deployment methods, provide a subsidy of up to 50% of the verified contract amount, with a maximum of 5 million yuan.
Support the procurement of high-quality corpus. Issue 100 million yuan in corpus vouchers, strengthen the construction of public corpus service platforms, and provide a procurement subsidy of up to 30% of the verified contract amount, with a maximum of 5 million yuan, for entities purchasing non-affiliated corpus for research, development, and application of large models, vertical applications, and intelligent agents.
Carry out key technological innovations. Support technological innovation in key frontier areas such as basic theories, methods, and tools of artificial intelligence, next-generation general artificial intelligence, intelligent chips, embodied intelligence, intelligent software, brain-computer interfaces, and intelligent computing systems. Provide up to 30% of the verified total project investment, with a maximum of 50 million yuan. Support various innovation entities in participating in national major projects, strategic platforms, and “unveiling and taking command” tasks, and applying for municipal supporting projects, with a maximum support of 50 million yuan. For key projects with strategic and public welfare significance, after approval by the municipal government, up to 50% support can be provided.
Promote changes in scientific research paradigms. Organize and implement the city-wide “Hundred Teams, Hundred Projects” project for scientific intelligence, striving to support no less than 100 teams and 100 projects within two years, promote cross-organizational and cross-field collaboration among AI talents, domain scientists, and engineering teams, and produce a number of cutting-edge original achievements. For relevant high-quality projects, provide up to 70% of the verified total investment, with a maximum of 50 million yuan.
Build industrial innovation service platforms. Support strategic leading talents in establishing new-type research and development institutions for artificial intelligence, and provide continuous support of up to 500 million yuan for 3-5 years based on construction goals and tasks. Support the construction of industrial innovation service platforms for safety governance, common technology research and development, testing and evaluation, pilot verification, and ecological empowerment in frontier areas of artificial intelligence, providing up to 50% of the verified total investment, with a maximum of 20 million yuan.
Accelerate the promotion and application of innovative products. Support local artificial intelligence enterprises in accelerating the research, development, and mass production of software and hardware products. For products such as embodied intelligent robots that reach a certain scale in sales or rentals, provide a reward of 5% of the verified contract amount, with a maximum of 5 million yuan. For the first-version application demonstration of artificial intelligence software products, provide up to 30% of the verified contract amount, with a maximum of 20 million yuan.
Open up and build benchmark demonstration scenarios. Collaborate with industry authorities to organize the collection of demonstration scenarios in key fields, and accelerate the creation of a number of replicable and promotable typical scenarios. Support the in-depth integration of artificial intelligence technology with manufacturing and service industries, and carry out demonstration applications of industrial innovation integration. For benchmark demonstration scenario construction projects, provide up to 20% of the verified total investment, with a maximum of 10 million yuan.
Accelerate industrial agglomeration and development. Build artificial intelligence towns, promote the construction of high-density and low-cost artificial intelligence industrial clusters, and provide coordinated support from districts and the municipality. Issue subsidies of up to 100% for eligible innovative enterprises in the form of 1 million yuan in computing power vouchers, 1 million yuan in model vouchers, and 1 million yuan in corpus vouchers, and actively promote “subsidies without application”. Provide rent reduction for 6 months to 3 years or one-time start-up fees for eligible artificial intelligence talent entrepreneurial teams.
Strengthen services for artificial intelligence talents. For high-level talents, in accordance with the principle of “tailor-made, one policy for one person”, provide long-term and stable support for career development and personnel security funds for talents and their teams. Implement a “talent + project + industry” collaborative support mechanism, granting talents autonomy in technical routes, team building, and fund use. Implement special rewards for relevant talents in high-quality artificial intelligence enterprises, with a maximum personal reward of 300,000 yuan. Implement the municipal talent rental subsidy policy to benefit more artificial intelligence talents and reduce enterprise employment costs.
Improve the industrial investment and financing system. Give play to the guiding role of the National Artificial Intelligence Industry Investment Fund and the municipal artificial intelligence leading industry parent fund, and join hands with district-level investment funds and social capital to invest in early-stage, small-scale, and long-term projects. Support high-quality enterprises in developing venture capital funds, focusing on key elements such as computing power and corpus, as well as tracks such as large models, embodied intelligence, and scientific intelligence, and collaborate with relevant district-level funds to promote the establishment of special sub-funds.
Build an open-source and open innovation ecosystem. Continue to make good use of platforms such as the World Artificial Intelligence Conference and the Global Developers Pioneer Conference, promote international cooperation and open sharing in artificial intelligence, and encourage enterprises to actively integrate into the global open-source ecosystem. Provide a maximum reward of 5 million yuan for open-source communities with remarkable construction results and great influence, as well as open-source model and corpus products with high download rates, excellent performance, and great influence.
