Recently, the State Administration for Market Regulation organized the acceptance of the second batch of 12 key projects under the Initiative for Inspection and Testing to Promote Industrial Optimization and Upgrading, and all projects have met the predetermined goals and requirements.
These 12 projects focus on the “dual tracks” of tackling key problems in strategic emerging industries and improving the quality of traditional industries. They have made targeted efforts in emerging fields such as integrated circuits, high-end equipment, low-altitude economy, energy conservation and environmental protection, as well as traditional people’s livelihood fields including agricultural products and rail transit. By breaking through a number of key inspection and testing technology bottlenecks, they provide strong support for the high-quality development of industries. For instance, breakthroughs in the reliability testing technology of industrial machine tools have provided quality benchmarks for solving the “chokepoint” problems in high-end equipment manufacturing; breakthroughs in the precision inspection and testing technology for fuse assembly machines have guaranteed the consistency and safety of core components in electrical systems, laying a solid foundation for the upgrading of the electrical manufacturing industry; the development of an integrated reliability testing technology solution for integrated circuits in aerospace application scenarios such as low-orbit satellites, remote sensing satellites, and navigation satellites has accelerated the integration of the aerospace and semiconductor industries; and the R&D of a comprehensive performance testing system for low-altitude equipment has promoted the transformation of the low-altitude economy towards quality-led development. In addition, the establishment of testing platforms for multi-residue detection of pesticides, inspection and testing systems for industrial robots (complete machines and core components), vehicle-grid interaction, and performance verification of high-speed trains under extreme natural climates has laid a solid quality foundation for improving the quality of agricultural product safety, robots, new energy vehicles, grid intellectualization, and rail transit products.
Against the backdrop of intensifying global industrial competition, breaking through inspection and testing technology bottlenecks has become a key factor in ensuring the independent and controllable nature of industrial chains and driving industries towards high-end development. Since 2024, the State Administration for Market Regulation has implemented the Initiative for Inspection and Testing to Promote Industrial Optimization and Upgrading, addressing the problems of “inability to test, inaccurate testing, and incomplete testing”. It has driven the improvement of industry innovation capabilities through technological collaborative innovation, providing solid quality guarantees for the modernization, high-endization, and intelligent transformation of the industrial system. Currently, a total of 20 key projects in two batches have all passed acceptance, forming a number of replicable and promotable industry solutions.
Experts and users in relevant industrial fields stated that the project achievements have not only realized technological breakthroughs in individual fields, but also promoted the in-depth integration of scientific and technological innovation and industrial innovation. With inspection and testing serving as a “quality benchmark”, they have opened up channels for the transformation of technological innovation achievements and established a development paradigm of “testing empowering innovation and quality driving upgrading”.
