On August 11, 2025, aiming to promote the high-quality development of the embodied intelligent robot industry, advance the in-depth integration of embodied intelligent technological innovation and industrial innovation, and create a highland for artificial intelligence innovation, the Judicial Bureau of Hangzhou publicly sought opinions on the “Regulations on Promoting the Development of the Embodied Intelligent Robot Industry in Hangzhou (Draft)” (hereinafter referred to as the “Regulations”).

The “Regulations” are intended to promote the development of the embodied intelligent robot industry in Hangzhou and cover a number of important measures.

  • Definition of Embodied Intelligent Robots
  • An embodied intelligent robot, as referred to in the “Regulations”, is an intelligent agent that takes a physical entity as the carrier, interacts with the real physical environment in real time, has the integrated ability of perception, cognition, decision-making and action, and can support the completion of specific or general complex tasks.

 

The embodied intelligent robot industry proposed in the “Regulations” refers to industries related to the R&D and manufacturing of key components and complete machines of embodied intelligent robots, R&D of models and software systems, data services, operation services, etc., as well as related industries formed by the integrated application of embodied intelligent robots in various industries.

 

  • Focus on Core Technologies and Innovation Ecology
    The “Regulations” clarify the main direction of core technology research. They focus on the “bottleneck” links such as the “brain” (embodied intelligent large models), “cerebellum” (motion control systems), “body” (core components and complete machines of robots) and dedicated chips of embodied intelligence, guiding precise investment of scientific research forces and funds.

 

The “Regulations” require innovating the scientific research organization model, allowing parallel exploration of multiple technical routes, and providing corresponding funding based on dynamic competition results, so as to fully stimulate the creativity of researchers and accelerate technological breakthroughs.

 

  •  Strengthen Infrastructure and Data Support
    In terms of infrastructure construction, it is required to strengthen the planning and layout of network and computing power infrastructure, establish a diversified intelligent computing supply service system, improve the utilization efficiency of computing power resources, reduce the cost of computing power use, and meet the needs of R&D training and future applications.

 

To address the problem of the lack of high-quality datasets for embodied intelligent model training, the “Regulations” require the government to promote the hierarchical, classified, orderly opening and sharing of public data in key areas such as municipal administration and transportation, support enterprises in building trusted data spaces and high-quality training datasets, and promote data opening, sharing, circulation and application through market-oriented mechanisms.

 

In addition, the “Regulations” point out that it is necessary to build technology research platforms. Support the construction of major scientific and technological infrastructure in the field of embodied intelligence, as well as technology research platforms such as key laboratories, technology innovation centers, and manufacturing innovation centers. Improve the mechanism for opening and sharing scientific research instruments and facilities in the field of embodied intelligent robots, and increase the opening of major scientific research infrastructure.

  • Increase Support for the Construction of Functional Platforms

In view of the lack of functional platforms such as application pilot testing and inspection for embodied intelligent robots, the “Regulations” propose that the government should increase support for enterprises in building application pilot testing platforms and inspection platforms, so as to provide pre-guarantees such as pilot testing verification for the large-scale application of embodied intelligent robots.

Build real-scene training and testing sites and simulation training environments with multiple scenarios and tasks, and provide the market with pilot testing public services such as algorithm verification, real-scene and simulation training, and human-computer interaction testing.
